- COMBINED SYNOPSIS/SOLICITATION #:N0017822Q6951 Submitted by: Terrence Turner NAICS Code:� 334111 FSC/PSC Code: 7E20 Anticipated Date to be published in beta.SAM.gov: 08/16/2022 � Anticipated Closing Date: 08/23/2022 Contracts POC Name: Terrence Turner Telephone#:� 540-653-2694 Email Address: terrence.o.turner.civ@us.navy.mil Code and Description: 7E-IT and Telecom � End User: Help Desk;Tier 1-2, Workspace, Print, Productivity Tool (HW/Perpetual SW) Workstations This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.��� Synopsis/Solicitation N0017822Q6951�is issued as a Request for Quotation (RFQ).� The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18.� The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System.� This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a brand name basis for the following manufactured products: Part Number: DK-085133-00, Custom Desk Enclosure manufactured by Emcor Enclosures is located in Rochester, Minnesota. The Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program requires this custom subset of equipment being procured by NSWCDD in order to meet current Initial Operational Capability (IOC) and Ready for Training (RFT) dates set forth by the CIAT program sponsor, the Naval Sea Systems Command (NAVSEA) Surface Training Systems (STS) Program Office (PMS-339). The procurement of this Emcor equipment is required to outfit the Reconfigurable Combat Information Center (CIC) Trainer (RCT), which is being installed at the Center for Surface Combat Systems (CSCS) Detachment at Naval Station Norfolk (NSN). The RCT is the combined IAMD- specific subset of the ASW Trainer (CIAT). The RCT is being installed under direction of Program Executive Office for Surface Training Systems (PMS 339) to meet increased IAMD training throughput requirements at NSN. No other products can perform the functions that these proven support parts provide and no other products have been certified to do so onboard Aegis ships. Using any other products would decertify the AWS and the Ballistic Missile Defense (BMD) programs onboard Aegis ships. In order to maintain compatibility with the existing system, the requested hardware must be compatible in all aspects (form, fit and function) with the existing hardware currently installed. Without this procurement of hardware, the required improvements in CIAT performance and capabilities will result in training shortfalls for the AEGIS Fleet during Advanced Warfare Training (AWT) Phase II and degrade overall Fleet Readiness. Based on input from NSWCDD Subject Matter Experts, it was determined that usage of another brand would result in significant changes and redesign of this system if another hardware was to be implemented. This would result in a substantial duplication of costs, estimated at $400,000.00 for over 200 direct productive person hours, to the government in testing, training, development and cause unacceptable delays, estimated at four (4) months, to current lab schedules. These costs could not be recovered through full and open competition. Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.� The order shall be firm fixed price.�� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.� The completion and submission to the Government of an offer shall indicate the Offeror�s unconditional agreement to the terms and conditions in this solicitation. Offers may be rejected if an exception to the terms or conditions set forth in this solicitation is taken. At time of proposal submission please submit any historical data as well as published pricing.� Quotes will only be accepted from authorized re-sellers who have provided a Letter of Authorization.� Award will be made based on Lowest Price Technically Acceptable.
