- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) Unique Entity ID (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Northern VA Healthcare System is seeking a sources sought for the installation of fiber optic cabling through multiple buildings at the Prescott VA Medical Campus located at 500 N Hwy 89, Prescott, AZ 86313. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Business set aside. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 238210 ($16.5 Million Dollars). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov. Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail to edward.condreay@va.gov. All information submissions to be marked Attn: Edward Condreay, Contract Specialist and should be received no later than 4:00 pm PST on August 24, 2022. Requirement Description The Department of Veterans Affairs (VA), Veterans Health Administration, Northern Arizona VA Health Care System (NAVAHCS) has a requirement to utilize buildings 24, 25, 26 and 27 for employee workspace. This work is being conducted to add VA network connectivity to these buildings. Requirement The Contractor shall install a Fiber Optic Network in the following buildings: Building 24 Building 25 Building 26 Building 27 Place of Performance Efforts under this contract shall be performed at the following VA facility: Northern Arizona VA Health Care System 500 North Highway 89 Prescott, AZ 86313 Hours of Work All work shall be conducted primarily between the hours of 0700 1600, Monday through Friday. The Contractor may need to perform portions of the installation during off hours. The Contractor shall coordinate any work required after regular business hours with the Contracting Officer s Representative (COR). Any work at the Government site shall not take place on Federal Holidays or weekends unless directed by the Contracting Officer. If any holidays falls on a Saturday, then the Government observes the Friday before as a holiday. Similarly, if any holiday falls on a Sunday, then the Government observes the following Monday as a holiday. Government Responsibilities The Government is responsible for supplying adequate power for equipment and system operation. General Requirements All work and materials shall conform to all applicable Federal, State, and local codes and regulations governing the installation. If there is a conflict between the referenced standards, federal, state or local codes, and this specification, it is the contractors responsibility to immediately bring the conflict to the attention of the COR for resolution. National standards shall prevail unless local codes are more stringent. The contractor shall not attempt to resolve conflicts directly with the local authorities unless specifically authorized by the COR. Any cable run through plenum space shall be plenum rated according to NEC and applicable fire codes. All wall penetrations shall be sealed according to all applicable codes and hospital policy with UL approved materials based on the type of wall/vertical structure they are penetrating. All sealing material must be approved prior to use by the COR and Project Engineer. System Requirements Pathways Contractor shall use existing conduit pathway from building 28 to 78. Contractor shall use existing conduit pathway from building 78 to 27. Contractor shall use existing conduit pathway from building 27 to 26. Contractor shall use existing conduit pathway from building 26 to 25. Contractor shall use existing conduit pathway from building 25 to 24. Fiber Optics Provide and Install 24 Strand Multimode and 24 Strand Singlemode fiber optic cable with a green jacket between buildings 28 and 78. Terminate fiber optic cables in existing LIU enclosure in the basement of building 28. Provide and Install 2RU LIU with OS2 24 fiber bulkhead and OM4 24 fiber bulkhead in building 78. Provide and Install (4) home runs, 1 each, of 6 strand SM fiber to buildings 24 27. Provide and Install (4) fire rated backboards, 1 each, in buildings 24 27. Provide and Install (4) wall mount enclosures, 1 each, in building 24 27. Provide and Install (4) 1RU rack mount LIU with 12 fiber bulkheads, 1 each, in buildings 24 27. Provide (8) LC to LC, 3 meter Singlemode Patch Cords. Deliverables Test and Certify all fiber connections and submit the results to the COR in a PDF format. Warranty The Contractor shall provide a 12-month workmanship warranty The Contractor shall provide a manufacturer warranty if applicable. Travel All travel costs incurred during the installation and implementation of the system will be the responsibility of the contractor. Information Security. The C&A requirements do not apply, and a Security Accreditation Package is not required. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities.
