- This is a pre-solicitation notice only to gauge the interest of potential businesses and capabilities. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Belvoir Division is conducting market research on behalf of Project Manager (PM) Expeditionary Energy and Sustainment Systems (E2S2), in accordance with Federal Acquisition Regulation (FAR) Part 10. The purpose of this market research is to identify potential sources that have the skills, experience, knowledge, and capabilities required to manufacture and deliver Platoon Power Generation (PPG). The intent is for dismounted Soldiers to use the PPG to power current and future bulk battery chargers. The specific threshold and desired requirements are listed in the attached PPG Capability Matrix (Attachment 0001, PPG Capability Matrix). The Government is interested in industry�s capabilities and obtaining information regarding Technology Readiness Levels (TRLs) and Manufacturing Readiness Levels (MRLs) related to the technology for Platoon Power Generation (PPG) and the criteria listed in the attached PPG Capability Matrix (Attachment 0001, PPG Capability Matrix). Sources are required to list technical and manufacturing capabilities, as well as any barriers to establish a viable program for PPG. Solutions geared more towards meeting the objective capabilities will be preferred over solutions only meeting the minimum requirements. In a response of no more than 20 pages (not including any comments or questions), please provide the Government with responses to the following questions to encourage competition and exchanges of information to the Government: 1)�� �Provide a brief summary of the company, which includes the following at a minimum: a)�� �Company Name: b)�� �Company CAGE Code: c)�� �Company Unique Entity ID: d)�� �If your Company holds a GSA Schedule contract (541 or other), please provide the Schedule number: e)�� �Company Address: f)�� �Company Phone #: g)�� �Company Representative and Business Title with Email Address: h)�� �Will your company propose on this effort? Describe your solution (or solutions), to include pictures and/or drawings, and any requirements it does/does not meet for all capabilities listed in the attached capability matrix. �Please include the following: 3)�� �Schedule Questions a)�� �Are you interested in completing an Engineering and Manufacturing Development (EMD) process � at your firm�s expense � necessary to successfully create, test, demonstrate, and document an alternative feasible PPG design that complies with the performance parameters? b)�� �How much time do you anticipate needing from contract award to complete First Article Test model fabrication?� c)�� �How much time do you anticipate to stand up a new production assembly, test facilities and quality control systems for the fabrication of First Article test models?� d)�� �How much time do you anticipate is necessary to begin production after First Article Test approval? e)�� �Does your firm have the internal capability to conduct any testing as defined in Department Of Defense Test Method Standard: Environmental Engineering Considerations and Laboratory Tests - MIL-STD-810H? f)�� �How much time does your company anticipate establishing a Supply Chain in support of a PPG set build rate of up to 500 units per year? g)�� �Does your firm have an internal production line that is capable of producing 500 units per year and the ability to add a second assembly line to meet surge capacity requirements? 4)�� �Technical Questions: a)�� �Does your company have any existing solutions that meet all the threshold requirements?� b)�� �Does your company have existing solutions that meet similar requirements to the PPG?� c)�� �What is the technology readiness level (TRL) for the technology? Provide information related to this determination. d)�� �Provide a description of the technology to include what requirements it does/does not meet. e)�� �Has the technology been tested by any DoD organizations? If so, please provide point DoD point of contact information. f)�� �Has the technology been tested or demonstrated in a tactical environment? Please describe the results. g)�� �Describe any MIL-STD-810 or Electromagnetic Interference Characteristics Requirements for Equipment MIL-STD-461 testing conducted on the product with the test results. h)�� �Does your company have the ability to provide a Technical Data Package (TDP), Operator Maintenance and Repair List Manuals, Maintenance Allocation Chart, Provisioning Parts List, Repair Parts and Special Tools List, and Training Package? i)�� �If the proposed solution does not operate on Jet Propellant 8 (JP8), what fuel is required for operation? �What is the energy density of the fuel? j)�� �Provide the projected life hours and maintenance requirements of the system. 5)�� �Production Questions:� a)�� �Is the product currently commercially available? �If so, please provide brochure, website, etc. b)�� �What is the manufacturing readiness level (MRL) for the technology? c)�� �What is a rough order of magnitude (ROM) of the cost of your product? Identify production quantity break points that achieve economies of scale. d)�� �What, if any, efforts are required to put the product into production, along with estimated milestones and timelines. e)�� �Are there any proprietary interfaces or royalties associated with the product? f)�� �What is the technical design and manufacturing experience of your company or team to supply a product(s) of this type? g)�� �If the proposed solution does not operate on a commercially available fuel, what is the projected cost of the fuel? �Identify quantity break points that achieve economies of scale. �Include any assumptions. 6)�� �If you currently offer products that provide the capabilities described in this RFI, what warranties do you offer, if any, and what are they based upon (time, performance, etc.)?� a)�� �If the technology is in production, what has been the reliability of the product(s)? 7)�� �What components of your products are made outside the United States, and what percentage of the total product does that constitute? This is NOT a request for proposal and does not constitute any obligation by the Government to award a contract based on the findings from this RFI. In accordance with Federal Acquisition Regulation (FAR) Part 10.001, the results of this Market Survey will be used to develop the Government's acquisition approach and to determine if sources are capable of satisfying the agency's PPG requirements. The Government will not reimburse interested sources for responses to this RFI, or any follow-on RFIs, for any costs incurred in association with this announcement or for subsequent exchange of information. Proprietary information submitted in the response to this Sources Sought shall be marked accordingly and will be protected when clearly identified as proprietary. Responses to this RFI are voluntary and will not affect any Contractor's ability to submit a proposal IF, or when, an RFP is released.� Submit responses to this RFI no later than 15 September 2022. All requests for further information must be via email; telephonic requests for additional information will not be honored.
