Description
Clearwater Brand Phosphate & Nitrate Sensors This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a full and open competition. The associated NAICS code is 334516.� The small business size standard is 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA), Oceanic and Atmospheric Research (OAR), Pacific Marine Environmental Laboratory (PMEL) needs to purchase brand name Clearwater Sensors Ltd paired nitrate and phosphate sensors to be placed on moorings at the bottom of the Bering Sea, per attached Statement of Need. This is a new requirement, no incumbent.� See attached Statement of Need for full list of requirements. No formal quote form is provided.�Quotes are required to be received in the contracting office no later than 4:00 P.M. MST on 08/24/2022. All quotes must be submitted via emailed to the attention of Casey Morris at casey.morris@noaa.gov� BRAND NAME REQURIEMENT: �This sensor has the highest accuracy rate with the fastest transmission required for PCO2 needed to ensure data reliability and timeliness. Pro-Oceanus Systems Inc., a foreign vendor out of Nova Scotia, Canada manufactures the only unit that can meet these salient characteristics; none of the domestic digital logging models found via market research or the sources sought on SAM.gov can meet the required specifications. These are the units the lab is currently utilizing and have on hand for deployment. More units are now needed to provide additional coverage and backup in case of equipment failure. There are no substitutions for this requirement; the same sensor must be used to ensure consistent data collection.� THE GOVENRMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR�S RESPONSIBILITY TO REQUEST A CONFIRMATION OF THE QUOTE RECEIPT. REPS AND CERTS ARE REQUIRED TO BE UPDATED IN SAM PER 52.204-26. THE GOVENRMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR�S RESPONSIBILITY TO REQUEST A CONFIRMATION OF THE QUOTE RECEIPT. FULL AND OPEN COMPETITION, FIRM FIXED PRICE, PURCHASE ORDER TO BE AWARDED TO LOW PRICED TECHNICALLY ACCEPTABLE QUOTE TO THE GOVERNMENT PER FAR 52.212-2.�PROVIDE ALL DOCUMENTATION PER FAR 52.212-2 TO BE ELIGIBLE FOR AWARD.
