- NOTICE OF INTENT (NOI) The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government�s intent to award a sole source, firm-fixed priced contract to Northeast Wetland Restoration located in Berwick, Maine. This contract action is for commercial services under NAICS code 541620, Environmental Consulting Services for which the agency intends to solicit and negotiate with only one source under Authority, FAR 13.106-1(b), Simplified Acquisition procedures. This requirement is to provide full design for salt marsh restoration at five (5) marsh units at Parker River National Wildlife Refuge totaling 552 acres. The marsh units are located in Essex County Massachusetts in the following towns/cities: Newbury, Rowley, Ipswich, and the Refuge HQ is located in Newburyport. Northeast Wetland Restoration (NWR) will complete restoration design for five (5) marsh units totally 552 acres to restore primary channel hydrology, stop marsh subsidence, reduce waterlogging, improve marsh accretion to keep pace with sea level rise, and restore high marsh habitat to benefit saltmarsh sparrows. Services include: * Demonstrate synergetic effect of pilot restoration techniques used holistically to restore single channel and tidal ebb/flood hydrology. * Document restoration design concepts, including detailed guidance on when to use which techniques, developing site-specific success metrics, and adaptive management strategies for different scenario. * Assessment of land use history including existing ditches, embankments, and tidal restrictions, and documentation of existing vegetation based on species dominance using current and historical aerial photos and site visits. * Assess historical and current hydrology appropriate for the site, including channel dendrology and duration and frequency of flood/ebb hydrology. * Develop appropriate restoration designs using combination of runnels, ditch remediation, and micro-topography islands based on #1 & #2 above. * Meetings and site visits with Service personnel during the design process, and after providing final design to explain the restoration design This restoration design requires an in-depth knowledge of the salt marshes on the Refuge, and a comprehensive understanding of historical human infrastructure and how they change marsh process. Contract needs to be intimately familiar with the pilot studies conducted from 2015-2020; and how to use this knowledge to restore marsh-level hydrology. NWR is the only private entity available that has this knowledge and has been helping Refuge staff and other conservation organization develop and scale up these techniques. Prior experience and trust of regulators in the person designing restoration is important as we are proposed unprecedented restoration. NWR has developed significant new insight as to historical human alterations to salt marsh hydrology; has developed unique innovative approaches to restoration and has demonstrated the efficacy of this approach at other locations. Additionally, NWR has developed several innovative techniques to control invasive plants without the use of herbicides. No other firm has attempted these techniques nor displayed success in their use. NWR has demonstrated their qualification in the 5 years of developing these restoration techniques in collaboration with USFWS; and has consulted USFWS throughout the pilot projects and has designed over 3,000 acres of marsh restoration in the Great Marsh. FWS anticipates an award in August 2022 with a proposed period of performance of two (2) months with an estimated total contract value of $50,000. This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
