Description
The Department of Veterans Affairs Medical Center, Network contracting Office (NCO 8), on behalf of North Florida/South Georgia intends to Sole Source a Firm-Fixed-Price Task Orders with a base year and three (3) one-year option periods with one Large Business (LB), GE Healthcare. Task Orders will be placed against national high technical medical equipment (HTME) contract VA797H-17-D-0024. Contractor shall provide full-service maintenance coverage for government owned GE Imaging equipment. GE Healthcare is the original equipment manufacturer (OEM). In accordance with 38 U.S Code 8127 the Veteran s First Contracting Program, this requirement does not meet the Rule of Two. This requirement will be awarded using other than competitive procedures when such concern is determined to be a responsible source with fulfilling this requirement. The North American Industry Classification (NAICS) code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance and has a size standard $22 Million and Product Service Code (PSC) J065, Maint/Repair/Rebuild of Equipment Medical, Dental and Veterinary Equipment and Supplies. This acquisition will be made under the statutory authority permitting an exception to fair opportunity Section 41 U.S.C. 4106(c) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The anticipated award date is on or after October 1, 2022. Please note that this is not a request for competitive quotes and is being posted for informational purposes only. Interested parties may identify their interests and capability to respond to this requirement in accordance with closing date of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Interested parties shall submit clear evidence with an AUTHORIZATION LETTER from Original Equipment manufacturer (OEM) GE Healthcare for the following HTME: Computed tomography (CT) scanners, magnetic resonance imaging (MRI) systems, radiographic systems (x-ray), nuclear medicine, ultrasounds, computed radiography, magnetoencephalography, positron emission tomography (PET)-CT, PET-MR scanners, cyclotrons, angiography, cardiac catherization, mammography systems etc. Interested parties shall submit clear evidence with the capability to provide the following: preventive maintenance, license, software, upgrades, and emergency services to maintain the government equipment. The following are main requirements but not limited to the following: Authorization: Contractor shall submit copy of GE Healthcare authorization letter. Response Time On-site field support and repair services Provision of all parts, labor, and travel to perform service and repairs Preventive maintenance Software updates Parts Replacement Glassware Uptime Guarantee Contractor shall be an authorize Contractor, trained technician, possess licenses and certification for proprietary equipment and services to meet all government requirements and objectives. Contractor shall be an OEM authorized dealer, authorized distributor, or authorized reseller for the proposed equipment and/or services contracts for maintenance of equipment (i.e., replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the supplies, equipment and/or services contracts for maintenance of equipment shall be in accordance with the OEM terms and conditions. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Contractor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA facility upon discovery of such items. This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement and submit capability statement and authorization letter no later than 9:00 a.m., ET, August 22, 2022, to: LaShanda.Harrington@va.gov. Subject Line: GE Healthcare Annual Maintenance Service Contract (36C24822Q1673). Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no written response is received within the closing date of this notice, a sole source award will be made to GE Healthcare without any further notice.
