Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation:� quotes are being requested and a written solicitation will not be issued. The solicitation number is W912HZ22Q0010 and is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 541511 Custom Computer Programming Services. Small business size standard is $30,000.00. The Coastal and Hydraulics Laboratory (CHL), Engineering Research and Development Center (ERDC), Vicksburg, MS has a requirement for one (1) LOMA AIS System Monitoring with the capability to perform high-resolution performance monitoring of the LOMA AIS network from the individual transceiver level to the overall AIS network, and the AIS VHF data link (VDL). In order to accomplish the work in this contract it shall be necessary for the contractor to complete the following 4 tasks. Provide the ability to monitor and manage various performance aspects of individual AIS transceivers. Provide the ability to monitor and manage individual and collective AIS receive and transmit coverage, including changes to coverage over time. Provide the ability to monitor the AIS VDL, including individual site slot maps, slot allocation, VDL loading, and other factors affecting VDL performance. Other AIS data analytics in support of the overall monitoring of the LOMA system performance The deliverables of this action are as follows: Access to analytical tools for 5 USACE users Training for 5 users, and training documentation System reference mapping and documentation for back up and future maintenance Technical research support services for 12 months post development Tool to monitor health of LOMA AIS network, such as connectivity to AIS transceivers, network message transfer rate, latency, message errors, alarm (ALR sentence) status. Logging and display of this information as a time series, as well as determination of availability of individual transceivers. In order to provide this monitoring, the toll must be able to ingest and process the highest anticipated AIS live data feed of approximately 10,000 messages/second, and to differentiate and analyze the data received from individual transceivers via TAG block applied by the LOMA system. Tool to monitor the transmission of information from LOMA AIS stations, including AIS AtoNs, application-specific messages (ASMs), and other transmissions. The tool will provide information on the number of failed transmissions, and where overlapping coverage is provided, information on the reception of messages by other stations. Tool to dynamically determine and display individual and collective AIS transceiver coverage, including identification of �dead spots.� Tool to monitor the VHF Data Link (VDL) for individual transceiver sites to determine how crowded the VDL is and to estimate likelihood of transmitted messages getting through. Tool to create metadata for use by those using historical AIS data for analysis. The metadata should include information on the pedigree of the data, the period of coverage, any gaps in the data, any issues noted with coverage, or other criteria that may affect the usability of the data for historical analysis. MEETINGS/REVIEWS: During the course of this contract, the contractor shall conduct once monthly conference calls/web meeting to discuss progress of the work. The exact date and time of these meetings shall be scheduled to be mutually agreeable. �An estimated timeline of the project is listed below: Kickoff meeting - Within 14 days of award Coordinate access to analysis tools and best means of USACE access to the tools and LOMA AIS data to the tools. - Within 60 days of award Training of USACE users on use of the tools, analytics and monitoring capabilities. � Within 90 days of award Requirements gathering and development of key products as detailed in section 6 in the PMP within 180 days of award Delivery of key products. � Within 360 days of award. Please reference the attached written RFQ for all applicable provisions and clauses. The lowest priced quote will be evaluated to determine technically acceptable contractor(s). If the lowest proposed offer is determined to be technically acceptable, the Government reserves the right to not evaluate the technical proposal(s) submitted by the other offeror(s). A proposal that fails to comply with any minimum technical requirements will not be eligible for award regardless that it may offer the lowest price.
