- COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. Requirement is 100% Set Aside to Small Business under NAICS Code 561210 and small business size standard is $41.5M. Cabana; Email: isabelito.cabana2.civ@us.navy.mil 4) Product or Service Code: M1ED 5) Request for Quote: N66001-22-Q-6460 6) Closing Response Date: 4 pm PDT 29 August 2022 7) Intended Contract Type: Firm Fixed Price 8) Period of Performance: 12 month base year and 1 option year 9) Line Item: CLIN 0001 � Services (see Performance Work Statement (PWS)); QTY 12; Unit Months CLIN 0002 � CDRL; QTY 12; Unit Months NSP (not separately priced) 8) Description of Requirement: The contractor shall provide a Program Analyst to the Regional Shore Installation Manager (RSIM) for the Naval Information Warfare Systems Command (NAVWAR) and Naval Information Warfare Center (NIWC) Facility Pacific Japan Code HWP01. Estimated labor hours is 2080 hours yearly. See attachment 1- PWS for task details. 9) Qualifications: Required Qualifications: a)Must possess a current Final Secret clearance. Desired Qualifications: b)At least three (3) years experience with US Navy Command, C4I systems architecture, installation, integration, and testing. c)At least three (3) years experience with Shore Modernization process stakeholders and organizational relationships. d)At least three (3) years experience reviewing Installation Design Plans (IDPs). e)At least three (3) years experience with reviewing and developing technical correspondence, reports, documents, drawings, and/or analyses. f)At least twelve (12) months experience with MS Office Products and other software such as Excel, Project, PowerPoint, Adobe Pro. g)At least twelve (12) months experience supporting project management teams. h)At least three (3) years experience with independently understanding and effectively communicating technical aspects of tasks. i)At least twelve (12) months experience with exercising critical thinking and independent judgment dealing with urgency factors, changing priorities, and constraints in successful project execution. 10) Additional Instruction to offeror: Submit a quote as follows: a) Completed provisions as follows: i. Evaluation�Commercial Products and Commercial Services (Nov 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government intends to award a contract to the responsive, responsible vendor, whose quote conforming to the RFQ is most advantageous to the Government, price and other factors considered. Technical, price and past performance factors will be used to evaluate quotes. The vendor must be registered in the System for Award Management (SAM). The Government reserves the right to award no contract at all, depending on the quality of quotes submitted and availability of funds. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
