Description
The U.S. Army Corps of Engineers, Honolulu District hereby announces its unrestricted solicitation entitled, �FY23 Military Construction Army (MCA) 096540 Child Development Center, Aliamanu Military Reservation, Oahu, Hawaii� as described within this announcement. The Government is issuing a formal solicitation via a Lowest Price Technically Acceptable (LPTA) Request for Proposal (RFP) in accordance with FAR Part 15.� Offerors are to provide completed and signed forms on the https://SAM.gov website.�It is the Offerors responsibility to check for any posted changes to the solicitation. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction).� The small business size standard for this NAICS code is $39,500,000 average annual revenue.� The Government intends to award a firm fixed-price construction contract as a result of this solicitation.� Project Description: �FY23 MCA Child Development Center, Aliamanu Military Reservation, Oahu, Hawaii is a design-bid-build construction project to provide a large standard-design Child Development Center (CDC) for children between the ages of six weeks to 5 years of age with adjacent outdoor play areas for children and supporting facilities at Aliamanu Military Reservation.� The Child Development Facility includes developmental learning modules, activity areas, an isolation room, changing areas, patron visitor waiting area, administrative support space, staff lounge work room, kitchen, laundry, storage, supply rooms, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, pump house, special foundations, and Energy Monitoring Control Systems (EMCS) connection. In addition, the facility will include a playground with age appropriate child development equipment, safety surfacing and fencing. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Supporting facility cost are higher than normal due to steep site conditions and earthwork required. Work will include installation of a video monitoring, alarm and intercom systems for safety. Heating and air conditioning will be provided by self-contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required.� Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Cybersecurity measures will be incorporated into this project.� Sustainability/Energy measures will be provided. Place of Performance: Aliamanu Military Reservation����� The performance of period is 1,048 calendar days from notice to proceed.� The project magnitude is $50,000,000 to $100,000,000. An organized site visit will be conducted on July 6, 2022 at 10:00 a.m., HST.� Partipants will meet at the corner of Sassafras Drive and Red Hill Terrace, Aliamanu Military Reservation, Oahu, Hawaii The procurement will be evaluated on the following factors: (a) Experience; (b) Past Performance; (c) Technical Approach; and (d) Price.� Proposals will be evaluated to determine which Offeror provides the best value to the Government utilizing LPTA source selection procedures.� The Government intends to award to the Offeror whose proposal is determined to be the best value to the Government.� Offerors must have and/or maintain an active registration with the System Award Management (SAM) website.� To register in SAM, got to http://sam.gov.� All Offerors are encouraged to visit https://SAM.gov website to view other business opportunities.
