Description
This is an FY 2022 SRM Construction project supporting the Georgia Air National Guard (GA ANG). The proposed primary facility for this project consists of the ACS Weapons System Facility. Included in the facility are a secured open-storage facility encompassing an office area and a storage area for housing two trailers, and tele/data/elec wiring to support Agency installation of Weapon System equipment resulting in a complete and useable facility. Also included are Anti?Terrorism/Force Protection (ATFP) measures. The structure is anticipated to be a pre?engineered metal building or similar construction with eave heights to correspond to the function of the spaces within. The supporting facilities include site preparation, exterior lighting, utilities infrastructure, fire detection/suppression, and communications support. Authorized program scope SF is 3,000 SF The selected contractor will provide the design, erection and installation of the building, raised access flooring, mechanical ductwork and electrical systems, finishes and associated site work with all necessary connections for operation. This project will be subject to the State of Georgia Department of Labor prevailing wage requirements. The selected contractor will provide architectural and engineering services as required for the site investigation and geotechnical design of the building foundations, all utilities and connections, the design of the building and ensure the project conforms to federal and state codes and standards. The building shall be of durable construction for the intended military weapons systems training and use, and compatible in construction and appearance with the surrounding buildings located at the 165th Air Wing at 1401 Robert B. Miller Road, Savannah, GA. The site is located at the 165th Air Wing on Georgia Air National Guard property at 1401 Robert B. Miller Road, Savannah, GA 31403. The site is inside a controlled perimeter of a military installation and surrounded by military facilities. The construction site itself will be on existing impermeable concrete paved surfaces requiring very little stormwater management. There are existing utilities including water lines, sanitary gravity sewer mains, storm sewers, gas, underground electric, data and telephone available reasonably close to the site. Additional specifications and requirments are listed in the attached SOW. ***************************************************************************************************************************************************** Proposal Evaluation Expectations: Your Firm Fixed Price (FFP) proposal is requested and should address, at a minimum, the requirements specified in the Statement of Work dated May 2022. Award will be made to the responsible offeror whose proposal meets the terms and conditions of the Solicitation (RFP) determined to be Technically Acceptable and offers the lowest, reasonable, Total Evaluated Price (TEP) for the sum of CLIN 0001 and CLIN 0002. �The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness in accordance with FAR 15.4. We intend to award without the use of discussions but reserve the right to do so. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable TEP, the price of one or more CLINs are significantly overstated or understated as indicated by the application of price analysis techniques. An overstated or understated CLIN price may be due to (a) illogical progression of rates, factors or unit prices, (b) unit prices that do not take into account quantity variations, or (c) the �front loading� of CLINs; any of these situations would reflect an inaccurate �true� cost for that CLIN. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government. Proposal shall include: Bid Schedule, Narrative Work Plan- including phasing, AF3064 - Contract Progress Schedule, AF3065- Contract Progress Report and AF 3052 as well as any other applicable attachments listed in the SOW dated May 2022. �If one of the above is not received or incomplete, the proposal will be deemed technically unacceptable, and the next lowest bidder will be evaluated. This will be done until the lowest-price and technically acceptable proposal is received. **************************************************************************************************************************************************** ***SITE VISIT INFORMATION*** There will only be one site visit, so if you plan to attend, make sure that any applicable subcontractors accompany you if applicable. The ANG will shuttle everyone onto the installation. Please have a valid driver's license.
