- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with RedShift BioAnalytics Inc. to acquire AQS3 microfluidic modulation spectroscopy (MMS) system, upgrades, and accompanying components. National Institute of Allergy & Infectious Diseases (NIAID)s Laboratory of Bacteriology (LB) (Program) performs bacterial studies that include expressing, purifying, and characterizing bacterial proteins and other biomolecules. These tasks require analysis of protein concentrations, secondary structure, and stability, as well as sample aggregation properties. Additionally, as mutational analysis of function is a core component of protein characterization, structural comparison of modified proteins is essential to evaluate key residues for functionality and protein stability. Programs Bacterial Metabolism and Physiology Unit is conducting research that requires microfluidic modulation spectroscopy (MMS) equipment because this machine allows monitoring of protein stability, structure, similarity, and intermolecular aggregation. Thus, Program is acquiring a new MMS AQS3 microfluidic modulation spectroscopy (MMS) system with accompanying components and upgrades (specifically the next generation Apollo upgrade package). This system is patented and produced by RedShift BioAnalytics Inc., d/b/a RedShiftBio (RedShiftBio or Vendor). Specifically, the following items are needed (see also the attached Bill of Materials - BOM): RSB500-001 AQS3 MMS System with 24-Well Plate RSB500-251 AQS3 FULL Sweep Upgrade Package (SW, Wash station, Buffer Station, HW, FW) RSB500-033 MMS IQ/OQ Validation Package RSB500-026 MMS 96-Well Plate (1 Box) RSB500-027 MMS 96-Well Plate Gasket (10 Pack) RSB500-206 Apollo Buffer Station Gasket (10/pk) RSB500-205 Apollo Buffer Cups for Buffer Station (80/pk) RSB500-057 MMS Instrument Shipment RSB500-041 MMS System Installation RSB500-044 Onsite Advanced Applications Support for AQS3 RSB500-073 RSB Service Contract annual renewable - 1 year The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. See the attached justification document for the justifications for sole sourcing this requirement. All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-2135523 to Lu Chang at by 4:00 pm eastern standard time August 22, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
