- Type of Notice: Sources Sought Title: 12905B22SS0070 � Sources Sought for HVAC Upgrade � Parlier, CA Description: This is a Sources Sought notice Only.� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� This Sources Sought is issued for information and planning purposes only as part of USDA ARS market research and does not itself constitute an RFQ. This requirement is covered under NAICS code 238220. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources; Small Businesses; HUBZone small business; service-disabled, veteran-owned small business; 8(a) small business; veteran-owned small business; woman-owned small business; or small disadvantaged businesses; Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Upgrade HVAC Systems at USDA-ARS Parlier, CA Research Facility. This need is to upgrade Environmental Chambers with existing obsolete refrigeration and heating systems with a new system that is UL approved and fully compliant with Federal EISA &EPA standards. The 1.5 Cooler Systems and Automated Control Panels will have an option line time to increase the quantity if funding is secured between now and the fall. There will also be an option for the refrigeration systems, but non would be included initially. 5ea. 1.5HP Cooler Systems: 1 � HP High-efficiency refrigeration system, Medium temp 35�F operation, indoor/outdoor remote. Pre-assembled air-cooled condensing unit with installed drier, pressure controls and service valves. Outdoor condensing units include low ambient protection, weather hood and crankcase heater. Low Profile air-defrost Evaporator coil with 230V high-efficiency (EC style) fan motors. High-efficiency control system, defrost occurs on demand only. Equipment is UL approved and fully compliant with Federal EISA & EPA standards. Multi-refrigerant compatible. All control components, filter driers and /or valves provided as part of system electrical voltage and phase of condensing unit: 208-230v, 3 phase/460v, 3 phase. Warranties: 5 Year Compressor Motor, 1 Year Parts, 1 Year Labor Warranty. Add in additional heating circuit and wiring�230 volt. Provide & install one new ducted humidifier, 230 volt. 5 ea. Automated Control Panels to 5 environmental chambers: Install a new control panel capable to manage temperature and humidity. Remove existing control panels. Installation of new 24"" X 24"" NEMA1 control panels in same location. New panels shall include a controller w-input/output expansion module. Panel doors shall include 10"" Slate touchscreen interfaces for local temperature & humidity monitoring & setpoint control. Panel doors shall include LED indicator lights for mechanical system status & alarm indication. Audible buzzer for critical alerts with silence push button. New wall mounts 2% humidity/20k ohm temperature sensor to be used for room humidity/temperature. (2) 6"" 20k ohm temperature probes to be used for unit return air and discharge air temperatures. Split core current transducers for unit compressor & supply fan. Run status CAT6 cables to nearest IDF cabinet for internet connectivity; used for email/text message alerts. Freezer Refrigeration System (3HP) (option) Provide & install one ducted humidifier�220 volt. Remove & dispose of all old equipment. Install new refrigeration equipment. 3HP Refrigeration systems, extended temp 35�F / -05�operation. Pre-assembled remote air-cooled outdoor scroll condensing unit with variable speed ECM low ambient protection, Nitrogen charged Mounted weather hood, pressure controls, filter-drier, receiver, and service valves. Low Profile air-defrost Evaporator coil with 220V high-efficiency (EC style) fan motors. Installed R448A TXV & solenoid valve, adjustable DTFD, suction filter & accumulator, Bronz-Glow coil treatment All new refrigeration piping. All electrical and plumbing included. Existing cold boxes will be thoroughly checked and sealed for freezing temperatures. New door heaters will also be installed. The concrete flooring will be dried, and moisture checked. After drying, new epoxy paint will be applied for sealing the concrete. The Government does not intend to make an award based on responses to this inquiry. This notice does not constitute a commitment by the Government. Capability Statement All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Business concerns that possess the capabilities necessary to undertake this work should submit complete documentation of their capabilities to the Contracting Officer.� Capability statements shall include the Contractors contact point to discuss their response. The capability statement should include: 1)� Acknowledgement that they are able to provide the subject supplies/services being requested; 2) Interested vendors should identify their size standards in accordance with the Small Business Administration; 3) At least three previous requirements that are similar to the requirement include a discussion of the Contract type, delivery method, duration, etc.; 4) Any other information considered relevant to this requirement; and 5) The government requests that no proprietary, classified, confidential, or sensitive information should be included in the response. Any vendor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine their qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After review of the responses received, a combined synopsis/solicitation may be published on sam.gov depending on the responses received. All responses to this Sources Sought Notice must be received by the notice�s POC by the deadline in order to be considered. Responses may not be returned. Responders are solely responsible for all expenses associated with responding to this Inquiry. Do not submit pricing information in response to this Request.
