- Background: The Coffee Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located along National Forest System Road 21S50 at the terminus of California State Highway 190 in Tulare County, California. Legal description is T20N R32E, S5, 8, 17, 19, 20, 29, 30, &31; Mount Diablo Meridian. Period of Performance:� All work shall be completed by December 31, 2023. Description of Work: The objectives of this project are to address effects of the Castle Fire by mitigating the hazard to public and employee safety posed by the dead, damaged, and dying trees along contract area roads, restoring areas of high intensity fire-damaged ecosystems and recovering the value of the fire killed and damaged trees within a portion of the Castle Fire within the Tulare River Basin. This will be done by accomplishing the following:����� Cut fire killed trees adjacent to forest roads and trails to provide for public safety. Remove included sawtimber, cull logs, and activity-generated slash from the Contract Area to reduce hazardous fuel loading. Rearrange remaining slash to meet objectives for hazardous fuel loading Estimated Timber Volume and Species composition is as follows: Combined Softwood-Sawtimber � 15,586 tons Combined Softwood-Cull Logs � 446 tons Combined Softwood-Green Biomass- 988 tons The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm-fixed price commercial services contract.�All work shall be completed by December 31, 2023. A site visit is scheduled for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on Tuesday August 23, 2022, at 10 a.m. PDT with a meeting location at the intersection of California State Highway 190 and National Forest System Road 21S50.
