Description

The Internal Revenue Service intends to award a contract on a sole source basis to Fitzgerald Equipment Company, 401 Fitzgerald Dr., Mackinaw, IL 61755, for two (2) Wipotec-OCS High Speed Checkweigher Scales/Scanners to replace the existing scanner/scale systems, that have reached end of life, on the conveyor system box and envelope lines installed in the Order Processing area of the National Distribution Center (NDC). The contractor shall: Provide specified equipment and all labor, materials, supplies and all tools, anchors and hardware needed for installation necessary to furnish and fully install the operational sorter; Observe all Federal, State and Local safety requirements; Verify all dimensions and details at site for specified work; Remove the existing two high-speed Wipotec-OCS checkweigher scale/scanner systems and transport to customer directed area for disposal; Unpack, move, set in place, level and anchor the two new high-speed Wipotec-OCS checkweigher scale/scanner systems; Discard all shipping materials and clean up the area; Provide programming by Walz Scale specialist on site; Assist with startup and commissioning of scanner/scale systems including logic changes; Ensure equipment is fully functional after installation, and meets all operational requirements of the IRS, including all necessary programming; and Return space to the original condition with the exception of the new equipment after work is complete. All work shall be of the highest quality following the manufacturer�s specifications, along with established trade practices and standards. The basis for conduct of a sole source/brand name acquisition is that: Fitzgerald Equipment Company purchases and maintains the propriety and patented hardware, software and algorithms that are used in these products and support the services specifically required for this acquisition; thereby having the sole unique technical and other resources required for this acquisition; These brand name scales/scanners are currently in use on the existing conveyor system used at the facility; The proposed contractor is the only manufacturer-authorized reseller within a feasible commuting distance; and Has proprietary rights to service warranty claims and provide preventative maintenance on the currently installed brand name conveyor.� Since portions of the existing conveyor are what needs replaced Fitzgerald Equipment Company is the sole proprietor that can maintain both the old and new portions of the equipment. NOTE: THIS IS NOT A REQUEST FOR QUOTES. The Government intends to solicit and negotiate with Fitzgerald Equipment Company and will assess interest/qualifications in submission of a quote should the Government decide to conduct a small business set-aside procurement. Should the Government determine sufficient, qualified small business firms are not available to meet this need, the Government will proceed with conduct of a sole source procurement. Qualifying sources must be authorized resellers of the Checkweigher Scales/Scanners and be able to meet the requirements specified herein. Interested/qualified parties may identify the firm�s interest and capability to meet this need by submitting a response to this notice to Lori Bertolino at lori.bertolino@irs.gov by no later than 12:00 pm MST, August 23, 2022.
