- Veterans Affairs Network Contracting Office 5 (NCO 5) intends to negotiate on a sole source basis with Abbott Rapid Diagnostics Informatics, Inc. for a Firm Fixed-Price (FFP) contract. The purpose for this FFP contract is to provide an efficient procurement vehicle to expand the level of patient care in the Martinsburg VAMC with a ready interface capability for blood glucose testing as point of care with capability to provide reliable finger stick glucose test results on a diverse population. The FFP contract will be a base and with four (4) option periods. The requirement shall include licensed instrument interface (application) with RALS and individual connection licenses for transmitting laboratory results from remotely connected diagnostic test meters (Nova Glucometers) to the VA VISTA laboratory computer program, and then to the patient VA computer record (CPRS). The NAICS code for this contract action is 541512 - Custom Computer Programming Services (SBA Size Standard: $30 Million). The Product Service Code for this action is 6632 - Analysis Instruments, Medical Laboratory Use. The required application is unique to the facilities existing workstations and software. The upgrade can only be performed by Abbott Rapid Diagnostics Informatics, Inc. due to confidential, proprietary information of RALS System. The Department of Veterans Affairs believes that awarding the proposed contract to another source would require replacing all the currently installed data management system and result in unacceptable delays in meeting this legal obligation, as well as substantial additional costs to the government, as the new source gradually developed the skills needed to meet Department of Veterans Affairs' requirements. This notice of intent is not a request for quotations; Interested parties may express their interest by providing a capabilities statement no later than Monday, August 22, 2022 at 9:00 am ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement 36C24522Q0931 Notice of Intent. If after August 22, 2022 no viable responses have been received in response to this announcement, Dept of VA shall negotiate solely with Abbott Rapid Diagnostics Informatics, Inc. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Johao Stewart by email at johao.stewart@va.gov. The capability documentation should include general information and specific technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service support for the RALS System, as well as an authorized distributor letter from Abbott Rapid Diagnostics Informatics, Inc. should be submitted if you are not the manufacturer.
