Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0141 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.�This solicitation is a 100% Total Small Business Set-Aside.�The associated NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance a small business size standard $8.0 MIL and the PSC is J061. Background: �Three Generac (brand) diesel generators (175KW, 60KW, and 40KW) were purchased in 2014 and placed at the Plant Introduction Research Unit in Ames, Iowa.� These generators require routine maintenance in order to ensure functionality.� The units were most recently covered under a contract which ended 9/13/2021. Technical Requirements/Tasks:� All work must be completed by a licensed Generac (OEM) Service provider. All engines require the following filters changed: Oil, Fuel, Air, and Coolant. All engines require oil changes. All engines require coolant and fuel sample tests. All generators require load bank test. ����������� Government Furnished: 175KW Generac diesel generators 60KW Generac diesel generators 40KW Generac diesel generators For regular annual maintenance activities, USDA-ARS will provide access to the listed generators located as listed in the Place of Performance below during regular working hours Monday through Friday from 7:30 am through 5:00 pm except for federal holidays. Submitting a Quote:�Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. The applicable FAR clauses and provisions that apply to this acquisition are included with the attached quote submission form SF18. The Government anticipates award of one Firm Fixed Price Contract. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A Unique Entity Identifier (UEI) number is required in order to register.� Basis for award: is Lowest Price Technically Acceptable. ""LPTA"" means the best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Price and (2) Technical Specifications and must also have satisfactory Past Performance. The lowest priced proposal will first be evaluated for technical acceptability in accordance with the minimum specifications identified. Vendor must also include their UEI# on their quote. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, contractors must be currently registered or register in IPP to be able to submit and receive payment on invoices for the resulting award. Offerors responding to this announcement shall submit their quote on�SF18 (see attached) and provide completed FAR clauses and provisions. The quoted price(s) should include all fees, delivery charges, and/or surcharges.� All responsible sources may submit a quote which will be put into considered for award. Only electronic submissions made via email will be accepted (NO phone calls or quotes submitted by USPS mail will be accepted). Questions in regard to this combined synopsis/solicitation are due no later than 5:00 p.m. CST on Wednesday, August 31, 2022. Please email all quotes in writing on the SF18 with completed FAR clauses and provisions to�deborah.hughes@usda.gov by NO later than�Wednesday, September 7, 2022, at 5:00 PM Central Time (CT).
