Description
NOTICE OF INTENT TO AWARD SOLE SOURCE AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 U.S.C. 2304(c)(1) set forth in Federal Acquisition Regulation (FAR) 6.302-1 and Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information 206-302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Intent of the Notice: Army Contracting Command � Orlando (ACC � ORL), in support of the United States Army Intelligence Center of Excellence (USAICoE), intends to issue a modification to the Basic and Foreign Language Role Player Services contract on a sole source basis pursuant to only one responsible source who can meet the requirement.� ACC-ORL has identified a need to award a sole source action to modify the Basic and Foreign Language Role Player Services contract to Cherokee Nation Defense Solutions, LLC. (CNDS) (CAGE 57ZD8), to incorporate a requirement for Contractor provided vehicles in support of the current contracted Role Player support services. The vehicle support will be added to the contract as a Cost No Fee Contract Line-Item Number. The vehicle requirement intermittently coincides with situational training exercises (STX) covered under the scope of the contract Performance Work Statement (PWS). The vehicle support is required during the base Period of Performance (PoP) beginning 5 September 2022 and will be required throughout the remainder of the base year and each optional year (if exercised) for the full life of the contract. The anticipated contract modification is needed to ensure Basic and Foreign Language Role Player Services to USAICoE.� Services performed under this sole source action may include vehicle support to be used in support of the Basic and Foreign Language Role Player contract supporting the Counterintelligence Officer Course (CIOC) and Counterintelligence Special Agent Course (CISAC) operated by the 309th Military Intelligence (MI) Battalion (BN), 111th MI Brigade (BDE), at the United States Army Intelligence Center of Excellence (USAICoE) located on Ft Huachuca, AZ. These situational training exercises require Role Players to utilize a vehicle to facilitate the Government�s evaluation of a student�s ability to both surveil a mobile target and avoid being surveilled by a mobile adversary (both target and adversary are portrayed by a Role Player). The Basic and Foreign Language Role Player contract was competitively awarded as an 8(a) competition originally awarded and began on 15 July 2022. The intent to insource the vehicle requirement in support of this new contract was communicated to interested parties during the solicitation phase of this acquisition but was removed from the requirement prior to award. Shortly after contract award, the requirement to provide the vehicle support was communicated, due to the Government not provide the requisite vehicles for Contractor as planned. Award to any source other than CNDS, LLC. will result in both substantial duplication of costs to the Government as well as unacceptable delays in fulfilling the agency�s service contracting requirements.� Responses: The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
