THIS IS NOT A SOLICITATION, INVITATION FOR BID (IFB), REQUEST FOR QUOTE (RFQ) OR A REQUEST FOR PROPOSAL (RFP). THIS SOURCES SOUGHT IS FOR ACQUISITION PLANNING PURPOSES ONLY AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. ANY COST INCURRED AS A RESULT OF THE ANNOUNCEMENT SHALL BE BORNE BY THE INTERESTED PARTY (PROSPECTIVE OFFEROR) AND WILL NOT BE CHARGED TO THE GOVERNMENT FOR REIMBURSEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF ANY GOVERNMENT ASSESSMENTS. PURPOSE: The U.S. Army Corps of Engineers Nashville District is conducting this Sources Sought in support of Market Research to obtain industry expertise on product compatibility. More specifically, it seeks to determine whether a product that is currently being used has a comparable and compatible American-manufactured product.�� The Nashville District utilizes Yokogawa paperless data recorders at several power plant locations. Currently, these locations utilize Yokogawa brand devices which provide the quality and storage capacity required by the end user. The Nashville District is in search of an American-manufactured product that is compatible with the Yokogawa devices in order to start transitioning from Yokogawa and until such time that the entire inventory can be replaced. Would an American-manufactured device allow for a seamless replacement requiring no change to SCADA programming and no modifications to the electrical panel?� Would the transition to an American-manufactured device require changes to the SCADA system?� Would the transition to an American-manufactured device jeopardize the SCADA system potentially resulting in a state of failure or in the plant experiencing a total loss of the system capabilities.� Current paperless recorder: Yokogawa GX20 SmartDac Plus 20 Channel Paperless Recorder Model No: GX20-2E/MT/MC/US20 Yokogawa Data Acquisition Recorder/ Monitor GX20: Data Acquisition Unit; panel mount; 12.1� display 1: Large Memory E: English Language, temp units, and DST setting MT: Math Computation Channels 50 MC: 100 Digital Channels Inputs External I/O Systems US20: 20 Universal Analogue Input Channels, DCV, TC, RTD Overview This document is a technical specification that defines the minimum requirements for an industrial panel mounted data acquisition station. The data acquisition station shall be a fully integrated system capable of process signal measurement, real-time data display with trending and historical viewing, and secure data recording. The system shall present real-time measured and optional calculated data on a high- resolution multi-touch color LCD display in a wide range of user selectable display modes. The system shall allow the user to develop and load optional custom displays built to their specifications that support data overlays on color bitmap images. The user interface shall be a high-resolution color touch panel that supports immediate trend history review by swiping the trend display, including a movable trend scale for data review. The touchscreen shall support handwritten text and graphical message input. The touch panel operator interface shall have the same touch operating attributes as common tablet and smart phone devices. Data shall be saved to non-volatile internal flash memory that requires no batteries for data retention. This data can then be automatically or manually copied to a SD memory card removable storage media for final archiving and removal from the data acquisition station. Optionally, the data can be copied to a USB memory stick, upon inserting a memory stick into the front of rear panel USB ports. The data acquisition station shall also provide a standard no extra charge built in Ethernet adapter for ready connection to a local area network. This interface shall provide advanced capabilities including real-time data acquisition, file transfer, and data acquisition station configuration from any PC within the realm of the network connection via a web browser. Real-time data viewing via a web browser shall also be supported. In addition, FTP client mode with Secure Socket Layer (SSL) encryption shall be supported allowing automatic transfer of archive data files to a designated network server. Email messaging, Web Server and SNTP (Simple Network Time Protocol) functions shall also be incorporated into the data acquisition station. Connection to other devices using Modbus RTU, TCP, and EtherNet/IP protocols shall be supported. Scalable, modular I/O that installs on the rear panel shall support universal input signal measurement of DC voltage, thermocouples, RTDs, and contact inputs. Relay outputs shall also be provided. Any deviation from the specifications described here will be deemed unacceptable. Supported Measurements and I/O All measurement and output I/O shall be in the form of a fully self-contained plug-in module. All measurement calibration settings shall be stored within the module. I/O can be added to an existing system in the field by purchasing and installing additional modules. The data acquisition station shall use 10 channel universal analog input (AI) modules for measurement of DCV up to 50 VDC, thermocouples, RTDs, 4-20mA (using shunt resistors), and contact inputs. Dedicated DI contact input and digital relay output modules shall also be supported. The data acquisition station shall support installation of up to 10 AI modules on the rear panel for input capacity of up to 100 universal input channels. Channels can be added by purchasing and field- installing additional AI modules. No vendor service assistance shall be required for the installation of additional I/O channels. Up to 450 universal input channels shall be supported by adding expansion base units and AI modules to the system The data acquisition station shall support input of up to 300 remote values from external I/O or control devices using optional communication channels. The data acquisition station must communicate with the I/O via Modbus RTU, Modbus TCP, and EtherNet/IP. The data acquisition station shall support up to 100 optional math computation channels that can be used to perform math computations using measured channel values, communication channels, constants, and other values as variables. Display and User Interface The data acquisition station shall use a 12.1� multi-touch color LCD display. Display resolution shall be 800 x 600 pixels. The display shall allow for very clear visibility of screen information over extreme side to side viewing angles. The touchscreen operator interface must use 4-wire resistive touch technology that supports pinch, swipe, and scroll touch operations. All system functions must be accessible and controlled by the touch screen operator interface in conjunction with a main menu button control. Operators must be able to review trend history by sliding the trend display in the opposite direction with their finger without stopping real time recording. The trend scale must support a cursor mode that allows the operator to slide it across the historical trend to review min/max data at any point in the trend history. Operators must be able to touch and adjust the trend history time scale with a two-finger pinch action. Operators must be able to view a coarse overview of historical data via one touch of the trend display. A calendar search screen must also be provided to allow fast access of all historical data saved in memory. Operators must be able to apply pre-saved text messages chosen from a list of up to 100 messages. In addition, they must be able to enter free text messages via a touchscreen keyboard and the system must also support free hand text message writing via finger touch or stylus input. System Configuration and Data Monitoring All configuration settings shall be supported by on-screen touch menus that prompt operators to select and enable/disable a function or to enter a value via a touchscreen keyboard. The system must also support real-time configuration via a common PC web browser. All system settings must be displayed on the browser screen and allow the user to select a function, input a setting, and immediately apply the setting to the data acquisition station. No PC software shall be required for configuration settings. The data acquisition station must support data browser viewing of real time data. User configurable data display screens must be provided for trend, digital, bar graph, overview, alarm summary, message summary, system logs, network information, system information, memory summary, and report functions. Memory and Recording Functions Measure and optional calculated and report data shall be saved to internal, protected non-volatile flash memory. Battery-protected memory shall not be permitted for data storage. Data retention in this memory shall be retained during a power outage period of any duration, and data storage shall automatically resume when power is restored. Data displayed on the trend display shall not be lost during a power outage and shall resume where it left off when power is restored. The data acquisition station shall come standard with 500 megabytes of internal flash memory, with 1.2GB memory as an option. Data shall be stored in secure binary file format. Standard removable PC media shall be SD flash memory. SD memory cards of up to 32GB shall be supported.� Long-term data recording shall be supported with no SD memory card present in the SD drive. Real-time data shall not be saved directly to the SD memory card. Communications The data acquisition station shall provide a standard no extra charge built in 10BASE-T / 100BASE-TX Ethernet adapter that supports the following protocols and functions: Support for fixed IP address settings or automatic DHCP settings. Modbus TCP Client and Server modes for data exchange with other Modbus devices FTP server mode that supports file transfers upon request from a network client PC. FTP client mode that supports automatic file transfer to both primary and secondary network servers with full log in privilege and password support. The data acquisition station shall move data files to an FTP server automatically at a user defined interval without the use of any special computer software. FTP functions are to include directory operation, file transfer, file delete, and indication of the remaining capacity of the storage media. SMTP Email HTTP 1.0 Web Server SNTP Simple Network Time Protocol Client and Server support SSL (Secure Socket Layer) protocol shall be supported for HTTP and FTP server connections RS-422A/485 and RS-232C serial interface options shall also be provided that support Modbus RTU master and slave communication modes for data exchange with other Modbus devices. PC Software A universal file viewer and conversation program shall be available as a free download from the vendor�s website. The software shall provide: File viewing with data search function across a range of data files Trend, digital and circular trend view screens Cursor controls with statistical functions Printing and conversion to Excel and ASCII .TXT file formats.�� Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The type of set-aside decision to be issued will depend upon the responses to this sources sought. NO SOLICITATION EXISTS AT THIS TIME. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA.
