Description
This Request for Information (RFI) is issued in order to obtain information about capabilities in the area of Financial Data Subscriptions. The Congressional Budget Office (CBO) is not seeking proposals at this time and will not accept unsolicited proposals. All submissions become Government property and will not be returned. All costs associated with responding to this RFI will be at the responding party�s expense. This RFI does not constitute a Request for Proposal (RFP) or a guarantee to issue an RFP. This RFI does not commit the Government to contract for any supply or service whatsoever. All information received in response to this RFI marked proprietary will be handled accordingly. CBO is not liable for any proprietary information not properly marked or identified. Proprietary information will be safeguarded in accordance with applicable Government regulations. Not responding to this RFI does not preclude participation in any future RFP or RFQ, if any is issued. It is the responsibility of the interested parties to monitor SAM.gov and/or GSA eBuy for additional information, if any, pertaining to this RFI. 1.� �Agency Information The Congressional Budget Office is a small nonpartisan Legislative Branch agency that provides independent, objective economic and budgetary analysis to the Congress to aid in policy decisions. The agency employs approximately 275 employees, the majority of whom are professional staff working in the areas of economic analysis and public policy. 2.� �Purpose The purpose of this RFI is to gather information on the capabilities within industry to provide CBO�s Financial Analysis Division with information and tools to gather financial data and market research on U.S. corporations and financial institutions, state and local governments, and project finance activities with governmental support. CBO has a requirement for financial, historical, and transactional datasets, portal(s), feed(s), or streamed data with the following general capabilities: Downloadable financial data solution without data caps or download size limitations. Persisted data should be included if applicable. All downloaded data must be capable of being exported to Excel as well as in a format easily used within common statistical, programming, and data analytic packages such as MatLab, R, Stata, and Python. Terminal-based solutions are not acceptable. Data provided must be updated as frequently as possible consistent with industry practice. The products must be integrated and the data must be standardized and cleaned. The specific data requirements include the following: Provides access to company and firm profiles, and accesses various research information, including transaction details, and SEC filing documents. CBO requires the ability to view selected news, view company financial information, and overlay proprietary information and utilize other functionality in a fully relational, searchable manner. CBO also requires independent industry-specific research and access to expert analysts authoring the research. Data for state and local governments and other variables, such as bond issuance and ratings and reports on debt and project finance activities. CBO requires access to a database that will provide data on historical and current financial data, pricing, spreads, default expectations, and securitization activity. Credit rating product: CBO requires access to a database containing entity credit ratings for a wide range of companies that issue corporate debt in the U.S. An entity credit rating is a forward-looking option about the creditworthiness of an issuer. The database does not have to include credit ratings for all of the outstanding obligations of individual issuers. CBO is interested in the entity credit ratings only, which requires entity-linked data for this procurement. The database must include the following items: Both �long-term, local currency (i.e., US dollar) issuer� ratings, and �short-term, local currency (i.e., US dollar) issuer� credit ratings for each entity. Monthly updates for any changes to existing company ratings, or for ratings associated with new entities. Entity ratings must be available back to 1980 or earlier. Links to existing databases, which include financial statement data and index membership data. The data must be linked to the ratings data using a unique entity identifier (i.e., a company-level, not issue-level identifier). The database must be accessible via the internet and allow multiple users access simultaneously. Enterprise License: Service that allows access to financial, regulatory, and market data and services, providing aggregated information and data on publicly-traded institutions (and private with publicly available financial information exists) of the United States. Services shall include providing general market information and financial and regulatory data on banks, as well as other non-bank financial institutions (including but not limited to insurance companies, real estate companies, broker-dealers, and asset managers). This subscription must provide breaking news, financial data, and expert analysis on business sectors critical to the global economy as well as in-depth sector-specific analytics required by CBO to meet their reporting needs. CBO will use the product(s) for its continuing mission to provide economic and financial analysis to the U.S. Congress. 3.� �Responses/Submissions Written responses are requested by the close of business on September 1, 2022. Responses must be submitted electronically to Acquisitions@cbo.gov, with the subject line �Financial Data RFI /Attn: CT�. Respondents should provide the following: The name and location of your company and contact information. Please ensure contact information includes the name of the point of contact, email address, and telephone number, should CBO have questions regarding individual responses. Specific details of the product(s) that your company offers in regard to this notice. Whether your content is available through a Government contract vehicle or Open Market. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company�s standard line of business, as well as a list of customers to whom your company currently provides the specific required content. Microsoft Office and Adobe-compatible documents are acceptable. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:�.bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. No other information regarding this RFI will be provided at this time.
