- The services required include immediately converting processing activity for all in-flight transactions to the alternate service delivery model, clearing the backlog, and stabilizing operations. The backlog consists of hundreds of recruiting, hiring and classification transactions that are in various stages of completion. The work to be performed will transition in-flight transactions to the next steps in the recruiting and hiring process within the framework of the alternate processing model and enable clearance of the backlog. The specific work products include competitive recruitments, non-competitive recruitments, classification requests, maintenance of case files, and related reporting and processing activities necessary to complete transactions and stabilize operations. Services to be performed may also encompass work on previously cancelled and to be resubmitted transactions and future transaction requests in order to prevent development of new backlog. All work must be performed in compliance with Office of Personnel Management (OPM) and DOC rules and regulations, as well as the OPM Business Reference Model (BRM) and the DOC End-to-End (E2E) hiring model. The estimated value of this acquisition is $2,141,473.68 with a contract term of 6 months. The option at FAR 52.217-8, Option to Extend Services, will be included in the order and may be exercised at the discretion of the Government in the event additional time is required to fully clear the transaction backlog and stabilize operations. In the event the option at FAR 52.217-8 is exercised the total value of the task order will not exceed $4,282,947.36 and the total term will not exceed 12 months. (4) Authority and supporting rationale: This acquisition is being conducted under the authority of Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(A), where an urgent and compelling need exists, and following the procedures would result in unacceptable delays. As previously stated, the backlog in transactions is associated with a risk to mission fulfillment and immediate action is required to clear the backlog and stabilize operations. Further delay in clearing the backlog presents an unacceptable risk to mission fulfillment as longstanding vacancies and newly established positions remain unfilled for numerous DOC programs, including programs responsible for addressing time-sensitive commercial challenges emerging domestically and internationally. Application of competitive ordering procedures would require weeks and potentially a month or longer of processing time and result in unacceptable delays, as work clearing the backlog must begin immediately.
