- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation 1305M222QNCNT1037 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-07 The National Oceanic Atmospheric Administration (NOAA), National Ocean Services (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) has a requirement to analyze and assess comparisons between the legacy acoustic sensor (hereinafter �Aquatrak�) and the new radar sensor (�Radar�).� The period of performance is one year from date of award.� �� The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the Lowest Price Technically Acceptable Offer (LPTA).� This RFQ is being issued unrestricted.� �The associated NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology), with a Size Standard of 1,000 Employees. Additionally, each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and DUNS Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; A list of Key Personnel, names, titles, and contact information shall be provided. Acknowledgment of Solicitation Amendments (SF-30), if any, and; Completed Past Performance Reference form. � � Offers must be submitted to the Contract Specialist, Wendy Culbreth at Wendy.Culbreth@noaa.gov by 4:00 P.M.�Eastern on August 29, 2022 All questions must be submitted in writing to Wendy.Culbreth@noaa.gov by11:00 A.M. Eastern on August 24, 2022. Telephonic requests will not be honored. The anticipated award date is on or about September 9, 2022.� Please provide proof of registration in the SAM database. Registration is free and can be completed on-line at http://www.sam.gov/. The Government does not accept responsibility for non-receipt of quotes.
