**Update: Storm water map added as Attachment 6 ** **Update: Solicitation period extended to September 2 at 5PM eastern time. This is due to a typo in the RFP. ** Reminder that all questions are due by 19 August 2022 at 5PM Eastern time! Submit questions to the Contracting Officer, Brandon.Jump@dla.mil.� **Update: Revised SOW posted to SAM 19 August 2022. This update clarifies the EFO buttons on page two of the SOW. ** Questions and Answers:� -Are the existing barriers currently connected to the adjacent drains? Yes they are connected, however, there is no drawing in the as-builts showing exactly where the connection was made. 1 ����������� SOW, Section 4 Specifications ��� Non-Rated Replacement Drop Arms � What is the size of these. Will there be a loop underneath the arm. Recommend light bar in the arm (red/green) but confirm for competitive pricing. Gate arms at main gate are 10� and at the truck gate they are 12�. There will be no loop required for the drop arms. No lights are required 2 ����������� SOW, Section 4 Specifications ��� Non-Rated Replacement Drop Arms: Replace all communication wiring from drop arms to master control panels � Typically these SEPERATE from the AVB controls and are push button. Please confirm requirement. We would like these incorporated into the new control panels similar to existing if possible. See pictures that were taken during site visit. 3 ����������� SOW, Section 4 Specifications ��� Non-Rated Replacement Drop Arms: Use existing pathways for wire. Control communications is specified; however, there is no reference to power. These arms can operate on a variety of power sources. Please specify the power requirements. Existing drop arms are Bulwark TMG-010 115V 60HZ 0.7A 4 ����������� SOW, Section 4 Specifications ��� Operator Controls for Barriers: Replace 2 master control panels (1 at Inspection, 1 at North Gate) with new operator control stations. Recommend these be Touchscreen for gain of function and flexibility/futureproofing. We would prefer push buttons vs touchscreen SIZE. What size is acceptable? 15"" may be needed if these control all eight (8) barriers. SEQUENCE. We can assume these will follow the same sequence as the existing Delta barriers since there is no room to relocate the barriers to a safer standoff distance. Can you provide a copy of the existing sequence/submittals? We cannot release the as-builts due to proprietary information 5 ����������� SOW, Section 4 Specifications ��� Operator Controls for Barriers: Replace two (2) guard booth pushbutton panels with new operator control stations. Are these to have the same functionality? Many times, we will pair a set of OPEN/CLOSE buttons for the traffic arm with a covered EFO button. Yes, they shall have the same functionality. Please refer to pictures from site visit existing panels have drop arm incorporated into the same panel. We would like new panels to remain similar. 6 ����������� SOW, Section 4 Specifications ��� Operator Controls for Barriers: Install new external EFO pushbutton stations for the barriers (these shall be mounted on drop arms). Currently, three (3) of the existing drop arms have them and two (2) do not. What does this mean? Are the drop arms to be replaced with TRAFFIC arms? It is important to establish what functions each controller needs and where they will be installed. Conduit pathways must be considered for the drop arms which do not have them. Please refer to the picture of the drop arms there are EFO buttons mounted on the box for the drop arms outside of the guard booth at the main gate but not at the truck gate. We are requesting that the existing external EFO buttons be replaced with an additional one added for the truck gate on the arm closest to the guard booth. Total External EFO buttons to be installed would be 4 not 5 like the SOW states. 7 ����������� SOW, Section 4 Specifications ��� Operator Controls for Barriers: Replace three (3) BCPs and install all new loops (two (2) per barrier) We recommend 4 BCPS, please confirm. We have no objection to 4 BCPS being installed. 8 ����������� Drawings ����������� Are the traffic lights shown on the drawings the only ones needed? Yes 9 ����������� Drawings ����������� What is the height of the traffic light? 7�8� to the base of the traffic signal 10 ��������� General �������������� Are ""wig wag"" warning lights needed? Yes, please include new wig wag lights 11 ��������� General �������������� Are any wrong way or overspeed systems needed/required? No 12 ��������� General �������������� Are tamper switches required? No 13 ��������� General �������������� As a barrier replacement is there any requirement to try and meet any current UFC requirements? The UFC standards would result in new design, spacing and budget considerations which are not typical in a replacement project. No 14 ��������� General �������������� Are passive barriers required? What is the allowable gap between passive and active barriers? In the case of the North Gate � you have a depression and other obstacles help with barrier system. I do not think any adjustments at this time is warranted. Comment provided by our Antiterrorism Officer (Russell Pitts) 15 ��������� Site Visit Follow up �������� Please provide the photos taken during the site visit. Please also provide the Utility Drawings for reference. GIS map uploaded to SAM.gov listing. Site visit photos distributed via DOD SAFE to contractors in attendance. - GIS information added as Attachment 5.� -The Government will provide jersey barriers to be used while the barriers are under construction. It is the responsiblity of the Contractor to provide signage, flagman, and any other hardware or personnel to conduct traffic.� -Asphalt removed around the barriers may be replaced with concrete by the Contractor.� Is the Contract Line Item table required for submission in the contractor�s proposal or only Attachment 3 Pricing Spreadsheet? I require the pricing to be submitted on the Attachment 3 � Pricing Spreadsheet. You may or may not include pricing on the proposal document. Technical Acceptability. How will this be assessed? Proposals will be evaluated with the RFP and SOW. Sections 1,4,5, and 7 of the SOW will be used to determine Technical Acceptability. Will a DD254 be issued with this contract? No. Currently, there is no expectation that the work will require access to classified information. Update: Site visit scheduled for 17 August 2022 at 0930. Requests to attend the site visit are due by end of business on Monday 15 August 2022.� Visitor access must be compliant with the regulations set forth at:�https://www.dla.mil/Aviation/Installation/Visitors-and-ID-Office/ This is a combined synopsis/solicitation for commercial supply prepared in accordance with the format in FAR Part 12, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number SP4703-22-R-0008 is issued as a request for proposal (RFP). The resulting contract will be a firm-fixed price contract. The contract length is approximately 180 days from the date of award. This acquisition is set aside 100% for small business. Electro-mechanical active wedge barriers called out on the DOD Anti-Ram Vehicle Barriers list of March 2021 will be considered for award. Alternative offers will not be accepted. The North American Industry Classification System (NAICS) Code is 332311 (Fabricated Metal Structures). The small business size standard is 750 employees. Partial proposals will not be accepted. This requirement is for replacement of the Anti-Ram Vehicle Barriers at the north gates of Defense Supply Center Richmond (DSCR) in accordance with the attached Statement of Work (SOW).
