- Description
- Description of Work- The Zoombug Stewardship IRSC shall be awarded under Stewardship Authority authorized by Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014.� This law grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. This project consists of two project areas on the Lassen National Forest identifed as Almanor and Zoombug and will improve forest health and enhance community safety within the Wildland Urban Interface (WUI) in moderate to severely burned areas within the Dixie Fire Complex of 2021. These goals will be accomplished by removing hazardous fuels from the watershed and WUI. Treatments in the Almanor project area (Almanor Deck Removal Units 20-21 and 26-27) will reduce and remove hazardous fuels from Forest Service recreation sites on the Almanor Ranger District and at the Mineral work center. Work items include: Remove decked and piled material in all units Fall 11 acres of timber; remove material from the Contract area Chip existing slash piles at the Almanor Campground boat ramp. In the Zoombug project area (Zoombug units 1A-1B, 2-13, 40A-40B and 41), hazardous fire-killed trees along Humbug County Road PL 307 and Forest Service Road 26N27 will be treated within the moderate to severely burned areas within the Dixie Complex Fire of 2021. This roadside hazardous fuels reduction project is vital for reducing high fuel loads, in addition to addressing public safety as these two roads are heavily used by public and private entities. Work items include: Mechanically treat fire-killed and injured trees up to 150ft from PL 307 and FS Road 26N27. Cut, skid, process and deck 18�+ DBH trees to designated landings Cut, skid and deck <18� DBH trees to designated landings Fall and Leave hazardous fuels within identified protected areas Remove product per Timber Subject to Agreement if awarded. Project Location- The Almanor Deck Removal project area is located west of Chester, from Mineral to the Almanor North Boat ramp entirely on National Forest System lands within the administrative boundaries of the Almanor Ranger District, Lassen National Forest in California. There are 4 units in 3 subdivisions. Legal description is T29N R4E, Sec. 19, T28N R5E Sec. 4, T27N R7E, Sec. 3, 10 and T27N R8E, Sec. 18. Plumas and Tehama counties, CA. The Zoombug project area is located along Humbug County Road 307/BLU 01513 as well as FS Road 26N27 and lies entirely on National Forest System lands within the administrative boundaries of the Almanor Ranger District, Lassen National Forest in California. The Eastern side of the project is on Humbug Country Road 307 accessed from CA Highway 89 at the turnoff for Humbug/Humboldt County Roads. The closest community is the town of Chester, Plumas County 12 miles from the Eastern portion of the contract. Legal description is T27N R7E Sec. 31; T26N R6E Sec. 2-5, 7, 8; T26N R5E Sec. 11, 12, 14-18, 20-22, 30. Butte and Plumas counties, CA. The Contractor shall complete the entire work ready for use not later than December 31, 2022 for Item 1 - Units 21 and 27 and November 30, 2023 for all other Items and Units. Work on Item 2 - Units 6 and 7 may not commence until November 16, 2022, unless approved to by project COR.� Contract will be awarded on a best-value basis; therefore, Technical Proposals are required.��Any resultant contract will be a commercial services contract with requirements for timber removal. A site visit is planned for Tuesday, August 30, 2022 starting at 9:00 am PDT.� Participants shall meet at the Almanor Ranger District Office and then travel out to the project site.� See Provision 54. within the solicitation for details. Please note that all Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.� Registration in SAM is a free service and you do not need to pay to register in this system.
