- *******This is a Request for Quote (RFQ)************ The NYARNG has a requirement for Utility Analyst� The Division of Military & Naval Affairs has a need for a utility analyst to compile the various utility bills for each installation.� At these installations there are multiple meters that receive a utility account.� There are Armories and Field Maintenance Shops (FMS) or an Armory and an Army Aviation Support Facility (AASF) that will each have their own meter.� In some cases an Armory could have two meters; one for the old section of the building and one for an addition.� These individual accounts must be tracked and linked back to the installation as a whole to be uploaded by the Energy Manager to the AEWRS database.� **** See attached RFQ for a more detailed description of this requirement.**** All quotes must be in accordance with the attached PWS. Questions about this solicitation must be submitted to Andrew Emrich via email (andrew.e.emrich.civ@army.mil) by Tuesday 30 August 2022 at 10:00 AM EDT.� Basis of award: Quote evaluation criteria and the basis for award will be the lowest total evaluated priced offer that meets all the material requirements of this solicitation and does not contain any major deficiencies or omissions. The material requirements of the solicitation will be how the offeror can meet all elements of the PWS, in particular the PRS. The government will complete a technical review and determine if the quote submitted meets the criteria in the PWS or does not meet the criteria. The vendor must meet all the responsibility criteria at FAR 9.104 This requirement is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offerers must have FAR 52.204-26 completed in SAM Reps & Certs or they must return a completed copy�of FAR 52.204-26 with their quote. FAR 52.204-26 can be found in the attached Synopsis/Solicitation�PDF or at https://www.acquisition.gov All quotes must be submitted via email to Andrew Emrich at andrew.e.emrich.civ@army.mil. **** All amendments will be posted to www.sam.gov, it is the vendor's responsibility to check if any amendments have been issued at least 24 hours prior to the closing date of the solicitation. Individual notifications for amendments will not be sent. All responses to clarification requests will also be posted to www.sam.gov****
