Description
Multiple Award Task Order Contract STATEMENT OF WORK DESCRIPTION OF WORK: The offeror shall furnish all labor, materials, equipment, and expert supervision needed to accomplish the work in accordance with the Description/Specifications/Statement of Work provided with each task order under the assigned NAICS code. Task Orders will vary in size and dollar amounts. Task Orders shall include, but are not limited to general construction categories which include maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, paving and earthwork, carpentry, concrete, roofing, site work, excavation, interior renovation, carpet-window and door installation, electrical, steam fitting, plumbing, exterior and interior painting, plaster/stucco, demolition, masonry or metal stud and sheetrock work, installation of acoustical ceilings and light fixtures, HVAC installation and flooring installation. Work may involve some or all of the above elements of work. While the MATOC is based on a general Statement of Work (SOW), it is anticipated that the SOW will be further defined in individual Task Orders issued under the resulting contract action. The contract terms and conditions, drawings and special conditions provided with the task orders shall apply. All work shall be initiated through Task Orders issued in accordance with FAR clause 52.216-18 Ordering as provided herein this solicitation document. A brief description of the various type of work to be performed under this MATOC is listed below: Maintenance, Repair & Alteration- general and specialized construction work on commercial and institutional buildings, specifically hospital constructions. Mechanical-maintenance, alterations, addition, installing, repair and replacement of plumbing, heating and air-conditioning equipment. Electrical-alteration, addition, maintenance, repair, installation of electrical wiring and equipment. Masonry- alteration, maintenance and repair of masonry work, stone setting, brick laying and other stone-work. Site Work-excavation, grading, demolition of buildings and other structures; earth moving and land clearing of buildings and non buildings. Roofing- alteration, maintenance and repair of roofs (spraying, painting or coating and installation of roofing and skylights). Renovation-addition, alteration, maintenance and repair in insulation, painting and wall covering work; flooring work, tile and terrazzo work and finish carpentry work. Drywall-maintenance, alteration, addition and repair in drywall, plaster work, and building insulation work. In addition to the insurance requirements required by FAR 28.307 and FAR 52.228-5, there shall be no exclusionary clauses added to this contract for any asbestos related work that would void the general liability insurance. The contractor will be working in and around an occupied and operating hospital. The contractor will be required to keep roads, walks and entrances to grounds parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. Submittals regarding staging of equipment, crane placements, storage of supplies, etc are required. The resulting contract action will not provide for economic price adjustments. It is the intent of the resulting contract to utilize the contractor s overhead and profit percentages for the duration of this contract, for a period not to exceed one year from date of issuance/award. Each individual Task Order then becomes a Firm Fixed Price award for the duration of that Task Order. Task Order will contain specifications and drawings for the contractor to propose pricing. Each Task Order shall identify the applicable Davis Bacon Wage Rate Decision(s) applicable to the particular construction project. Payment and Performance bond requirements pertain to the issuance of Task Orders. Note FAR clause 52.228-15, all references to contract also includes any resulting Task Orders issued against the resulting contract. Fair Opportunity: Each awardee will be provided a fair opportunity to be considered for a task order unless one of the following statutory exceptions applies: The agency need for the supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. It is necessary to place an order to satisfy a minimum guarantee. For orders exceeding the simplified acquisition threshold, a statue expressly authorizes or requires that the purchase be made from a specified source.
