Description
Description:NOTICE OF INTENT TO AWARD A SOLE SOURCE EXTENSION 30thContracting Squadron, Vandenberg SFB, CA intends to extend the existing Launch Operations Support Contract (LOSC), FA4610-18-C-0005, on a sole source basis with an effective date of 01 January 2023 and potentially ending 31 December 2023 (contemplating a 3-month base and three 3-month options), to Call Henry, Inc. (CHI). Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The current LOSC contract, FA4610-18-C-0005, is a Fixed-Price Incentive Fee (FPIF), Cost Plus Fixed Fee (CPFF) and Cost CLIN hybrid contract. The current LOSC will expire on31 December 2022.There is an acquisition currently in progress by 30 CONS to award a 6-year LOSC follow-on contract, Solicitation No. FA4610-22-R-0001. The follow-on acquisition has encountered some delays, and this sole source extension award to CHI will allow uninterrupted service until the follow-on contract has been awarded. Currently, LOSC provides mission support for the Launch and Test Range System (LTRS), buildings, infrastructure, and Real Property (RP) in support of Western Range operations. The goal is to ensure the high performance confidence levels required for Range support of equipment and facilities is maintained for a variety of ballistic missile, space, guided weapon, and aircraft test and evaluation missions in support of Air Force, Navy, Army, National Reconnaissance Office, Missile Defense Agency, Federal Aviation Administration, Department of Energy, Defense Advanced Research Projects, National Aeronautics & Space Administration, and a variety of commercial, allied nations, and governmental agencies. Due to the critical nature of the LOSC launch support requirements and the need for uninterrupted service, it is in the government's best interest to award a sole source extension to CHI. The closing date for any responses to this proposed contract action is 30 days from the posting of this notice, which establishes a due date of 22 September 2022.Any responses to this notice of contract action shall be submitted toKatherine J. Williams at katherine.williams.9@spaceforce.mil, and Lenny Horniak at leonard.horniak@spaceforce.mil.
