- NOTICE OF INTENT TO SOLE SOURCE This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and only one responsible source.�� The applicable NAICS Code is 611430 � Professional and Management Development Training.� The USMC Regional Contracting Office (RCO) � Marine Corps Installations, National Capital Region (MCINCR-RCO) at Quantico Marine Corps Base, VA intends to award a sole source contract to: SAAB, INC 2602 Challenger Tech STE 130 Orlando, Florida �32826-2782 The MCI-NCR RCO intends to award this requirement under the authority of FAR 13.106-1(B), Only one source reasonably available�. �This requirement is for specialized training that will allow Marines to obtain exercise training support for the United States Marine Corps, The Basic School (TBS), and Infantry Officers Course (IOC).� The Force-on-Force, Training System (FoF-TS) provides advance battle tracking and collections for tactical force on force evolutions. It is a sensor system and C2 network capabilities that addresses Fleet Marine Force (FMF) requirements for a realistic, interactive, free play training environment in which actions are observed, quantified, and assessed against defined readiness standards to include battle tracking for every weapon system utilized during the exercise to include tracking the student participation during the training exercises. The equipment that makes up the FoF-TS system are man-worn systems, assorted small arms transmitters, vehicle instrument kits, a portable network node, and C2 control laptops to oversee the training. The data provided by the FoF-TS system is critical to the evaluation of student performance during The Basic School (TBS) Infantry Officer Course (IOC) Culminating Exercise (CULEX) and offers a methodology to track every weapon system utilized during the exercise. � Award is expected to be made on or around 9 September 2022. The anticipated contract is for a base period and one option year period of performance starting 12 September 2022 to 11 September 2024.� This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency.� Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to christa.eggleston-sc@usmc.mil and jamie.dufrene@usmc.mil no later than 24 August 2022, 3:00 p.m. Eastern Time.� Late responses will not be considered.
