- This notice of intent is for the proposed contract action for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government.� A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. �Authority is 10 USC 2304.� Air Force Cost Analysis Agency (AFCAA) Air Force Total Ownership Cost (AFTOC) System Sustainment Support Services 1. Description:�� This requirement is to provide sustainment support for the AFTOC system.� AFTOC is the AF authoritative source for the collection, transformation, and reporting of Operating and Support (O&S) cost data. Mandated by OSD CAPE DODI 5000.73; AFTOC satisfies the requirement for each service to maintain a Visibility and Management of Operating and Support Cost (VAMOSC) reporting system.� The AFTOC system is a highly unique, full- spectrum, web-based tool that provides users across the DoD with access to aggregated, tested, and transformed data from over 26 disparate source data systems.� AFTOC is one of three (3) reporting systems in the entire DoD which are aligned to the DoD O&S Cost Estimating Guide for reporting O&S Cost.� AFTOC directly feeds cost estimating and acquisition decision support processes at the tactical, operational and strategic levels of the Air Force and DoD.� These datasets are currently maintained on servers by 520 SMXS, Hill AFB, and are in the process of transitioning to a DISA Cloud Computing Environment (CCE) which requires detailed understanding and practical experience in both an on-premise environment and a Cloud Computing environment. There are over 252 cross-reference tables which require updating and maintenance every quarter, along with detailed business rules and processing procedures in order to transform the data into the DoD O&S Cost Estimating Guide structure.� The government need is for a functional understanding and expertise with the Supply, Munitions, Financial, Personnel, Maintenance and other AF and DoD data systems. The AFTOC team has a 78-calendar day window to process the AF's myriad operational, logistics, maintenance and personnel activities to ensure data is reported quarterly. The requirement to determine how to extract, process, test, publish, back up, and archive the millions of records and 252 cross-reference tables in order to produce the data within this 78 day window is highly technical and very unique to the AF. The need is also to develop business rules to accomplish and maintain this environment in response to changes in data from the feeder systems, which include legacy systems, and to publish data and create comprehensive, and specialized reports using Business Objects Web Intelligence and Tableau Software. The Government requires highly technical and unique functional expertise to accomplish large volumes of AFTOC data handling tasks: import, process, standardize, maintain cross reference tables, identify and categorize data to correct weapon system, subsystem, major command, installation, etc.� This highly unique level of expertise plays an integral role in the efforts to migrate data from the current on-premise environment to the DISA Cloud Computing environment.� Data ingestion and testing is required to ensure data is received and processed to the specifications outlined in DODI 5000.73.� Risk Management Framework (RMF), and data integration standards must be met not only for data integrity, but also to maintain the Authority To Operate (ATO) on the DoD Network; SQL and Security+ certification required.� The Government requires a contractor to have complete working knowledge of on the current on-premise environment in order to setup the cloud environment and troubleshoot any issues which would cause discrepancies in data reporting or access. 15.
