- COMBINED SYNOPSIS/SOLICITATION There will not be a site visit. � This acquisition is a Total Small Business set-aside. This combined synopsis/solicitation is expected to result in the award of a firm-fixed-price contract for Coastal Resilience Program Annual Program Support at Tyndall AFB, FL, as described under the requirements section of this combined synopsis/solicitation and accompanying requirements attachment.� This combined synopsis/solicitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. �Notice to offerors: Funds are not presently available for this effort.� No award will be made under this solicitation until funds are available.� The Government reserves the right to cancel this solicitation either before or after the closing date.� In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.� This solicitation incorporates FAR provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2022-06, effective 26 May 2022; Defense Federal Acquisition Regulation Supplement (DFARS) Change, effective 23 June 2022; and Air Force Federal Acquisition Regulation Supplement Change, effective 01 July 2022. This announcement constitutes the only combined synopsis/solicitation; proposals are being requested and a written solicitation will not be issued.� An award, if any, will be made to the responsible Offeror whose offer conforms to the combined synopsis/solicitation and is most advantageous to the Government price and other factors considered. The combined synopsis/solicitation number for this requirement is FA4507-22-Q-0007 and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. In accordance with FAR 19.502-2 this requirement is a total small business set-aside.� The North American Industrial Classification System (NAICS) code associated with this requirement is 541330 and Small Business Administration (SBA) size standard is $22.5 Million. �Only proposals from small businesses will be accepted. NAICS Code: 541330 � Engineering Services Small Business Size Standard: $22.5M The proposed acquisition consists of the Contract Line Items Number (CLIN), which is structured in Attachment 3: CLIN Structure, Clauses and Provisions. Requirement: Tyndall AFB, Florida requires Coastal Resilience Program Annual Program Support services.� � The objective of this contract is to provide program level oversight and reporting on multiple pilot projects underway that support the coastal resilience of Tyndall AFB, FL.� These pilot projects, outlined in Section II of the Performance Work Statement (PWS), are currently under design by others and funded through various grant programs as part of a larger coastal resiliency initiative.� The purpose of this program is to mitigate the risks of storm surge and sea level rise to the $4B+ rebuild investment of Tyndall AFB. See the attached Performance Work Statement (PWS) for more details on specifications. Place of Performance: ����������������������� Tyndall AFB, FL Period of Performance: ��������������������� 30 September 2022 through 29 September 2023 (Base Year) ����������������������������������������������������������� 30 September 2023 through 29 September 2024 (Option 1) ����������������������������������������������������������� 30 September 2024 through 29 September 2025 (Option 2) Inspection and Acceptance:� Both inspection and acceptance will be by the Government at the place of performance, Tyndall AFB, Florida. The anticipated award is Firm-Fixed-Price. Instructions to Offerors: FAR Provision at 52.212-1, Instructions to Offerors-Commercial (Nov 2021), applies to this acquisition.� As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein. The following paragraphs in the provision at FAR 52.212-1 Instructions to Offerors-Commercial Items are tailored as follows: (a) North American Industry Classification System (NAICS) code and small business size standard are as specified above. (b) Submission of offers is as prescribed in the text of this combined synopsis/solicitation. (c) �Period for acceptance of offers,� is tailored as follows: �The offeror agrees to hold the prices firm for 90 calendar days from the date specified for receipt of offers.� e) �Multiple offers� have been deleted in its entirety. Evaluation criteria: FAR Provision 52.212-2, Evaluation � Commercial (Nov 2021), applies to this acquisition.� As prescribed in 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: Basis for Contract Award:� The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.� Vendor�s offer will be reviewed for pricing as well as technical capability.� If the offeror is deemed unacceptable in ANY area of technical evaluation the offeror will be deemed technically unacceptable and ineligible for award. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation.� Therefore, vendors should provide their best available pricing to the Government in their initial quote.� However, the Government reserves the right to enter into exchanges with all, some, or none of the Offerors at any time during the evaluation period if deemed in the best interest of the Government to do so. The Government reserves the right to award without exchanges or make no award depending upon the quality, price fairness, and price reasonableness of the proposals received. Evaluation Factors: The following factors shall be used to evaluate quotes: Price: The Government will only evaluate prices submitted IAW the provided Labor Matrix (Attachment 2).� During the evaluation process the Contracting Officer will determine a �Total Evaluated Price� (TEP) for each responsive quote.� The TEP is determined by totaling the amount of all line items identified in the price scheduled for CLIN 0001 � 2002, to include Option periods 1 and 2. Technical Acceptability: Technical Proposals will be evaluated based on the following criteria: Experience with projects of this scope, i.e. coastal resilience and type of pilot programs being installed. Experience with projects of this magnitude ($25M). Experience developing and providing updates to Senior Leaders (O-6 and above) and/or equivalents. Experience working with one or more of the primary stakeholders in the program. Documented understanding of NEPA, FDEP permitting, and other environmental considerations affecting this program. Demonstrates an efficient mix of labor categories needed to fulfill the required tasks outlined in the PWS. � The evaluation method for this requirement will be Lowest Price Technically Acceptable. A written notice of award, mailed or otherwise furnished to the successful vendor within the time for acceptance outlined in 52.212-1 shall result in a binding contract without further action by either party.� Before the quotes specified expiration time, the Government may accept a quote, whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award. Additional Instructions to Offerors: Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial items, with their offer. Contracting finance arrangements does not apply. The Defense Priorities and Allocations System (DPAS) and assigned rating, not applicable. The proposals may be in any format but SHALL include: Proposing company�s name, address, DUNS number, CAGE Code, and TIN. Point of contact�s name, phone and email. Proposal number and date. Proposals will be valid for 90 days. Fully burdened labor rates utilizing Attachment 2 Labor Matrix (ensure spreadsheet is filled out in its entirety).� Not filling out spreadsheet in its entirety could result in proposal being found unacceptable. Total price (to include option periods) Shipping (FOB Destination) Proposal Content: Proposals shall consist of two separate parts, a technical proposal and a price proposal. Technical Proposal Detail: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims.� The proposal should not simply rephrase or restate the Government�s requirements, but rather shall provide convincing rationale to address how the offeror intends to meet the listed requirements.� Offerors shall assume that the Government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offer submitted. Embellishments Not Desired: Elaborate brochures or documentation, binding, detailed artwork or other embellishments are unnecessary and are not desired. Acceptable means of Submission: All submissions must be submitted electronically to the following email addresses amber.maestri.3.ctr@us.af.mil and richard.osterland@us.af.mil by 8 September 2022 3:00 P.M. CST.� Offerors received after the cutoff date and time will not be considered. Any correspondence sent via e-mail must contain the subject line �FA4507-22-Q-0007 CR�.� The entire proposal must be contained in a single e-mail, unless otherwise approved, including attachments.� Please note: due to the e-mail server, any e-mails that exceed 5 megabytes might not go through.� E-mails with compressed files are not permitted.� Note that e-mail filters are designed to filter e-mails without subject lines or with suspicious subject lines or content (i.e., .exe or .zip files).� Therefore, if the specified subject line is not included, the e-mail, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent.� The e-mail filter may delete any other form of attachments.� A confirmation e-mail will be sent once the proposal is received.� If you do not receive a confirmation e-mail within 24 hours of submitting the proposal, please call or e-mail the point of contact listed on the solicitation.
