1.� INTRODUCTION Solicitation Number: �20131344 Title:� 5-yr Blanket Purchase Agreement (BPA) for Canine Kenneling Services NAICS:� 812910 - Pet Care (except Veterinary) Services PSC: �R416 - Support- Professional: Veterinary/Animal Care SB Size Standard:� $8M Set-aside:� Total Small Business This is a combined synopsis/solicitation conducted in support of the award of a 5-year single-award Blanket Purchase Agreement (BPA) for Canine Kenneling Services pursuant to the attached terms and conditions provided as well as requirements outlined within the attached Statement of Work.� It is prepared in accordance with the format in Federal Acquisition Regulation (FAR) Pt13, as supplemented by additional information included in this solicitation, and issued as a Request for Quotation (RFQ) with provisions and clauses incorporated through Federal Acquisition Circular (FAC) 2022-06 effective May 1, 2022. This announcement constitutes the only solicitation action; quotations are being requested and additional written solicitation(s) will not be issued. This requirement utilizes a Total Small Business set-aside, and only qualified offerors should submit quotations package for consideration. �Offerors are required to identify their company�s business size and certify that they hold the applicable NAICS code identified above as well as any other certifications as necessary to perform the full requirements outlined in the attached SOW. Quotation submissions must be received by the Contracting Officer (CO), Micky L. Hallman (email: Micky.L.Hallman@cbp.dhs.gov) no later than August 29, 2022 / 7:00pm EDT (4:00pm MST), in order to receive further consideration. Interested offerors may submit any questions concerning the solicitation directly to the CO at the email address identified above. �CBP will respond to questions as quickly as possible.� Questions will not be accepted after August 26, 2022 / 7:00pm EDT (4:00pm MST). Subject lines of emails related to question(s) and quotation submissions should read as follows:� 20131344 / 5-yr Blanket Purchase Agreement (BPA) for Canine Kenneling Services � OFO-TFO. Date/Time of receipt of question and quotation submissions will be determined by the government�s email receipt time.� It is the offeror�s responsibility to ensure all submissions meet the requirements identified below. 2.� DESCRIPTION OF REQUIREMENT U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Tucson Field Office (TFO), Sasabe Port of Entry (POE) is responsible for controlling vehicle traffic as well as foot traffic crossing that area of the Arizona-Mexico border. A significant component of those operations are canines (K9s) utilized on a daily basis at the POE. As a result, Sasabe POE has a requirement for K9 kenneling during periods of time when handler(s) are unable to care for them. Due to operational tempo, it is necessary that a kenneling facility be located no further than 85 miles or 120 minutes from Sasabe POE. It is the intent of CBP/OFO/TFO to establish a 5-year single-award Blanket Purchase Agreement with a K9 kenneling facility located no further than 85 miles or 120 minutes from Sasabe POE, Highway 268 & International Border, Sasabe, AZ 85633. 3.� ESTIMATED ORDERING PERIOD 5 Years:� 9/01/2022 � 8/31/2027 4.� INSTRUCTIONS FOR THE SUBMISSION OF QUOTATIONS After solicitation closure, CBP will conduct an evaluation of quotation(s) that have been determined to be responsive in order to make a determination of awardee and of pricing fair-and-reasonable in accordance with the Firm Fixed Price nature of this procurement action. �CBP reserves the right to award a BPA without further communication OR exchange. �Therefore, each quotation submission should contain the offeror�s best pricing and terms.� Quotations must be prepared in accordance with these instructions, provide all required information, and adhere to any specified format.� Any required formatting is designed to ensure submission of information essential to the understanding and evaluation of an offeror�s quotation. �Failure of an offeror to comply with these instructions may be grounds for exclusion of the quotation without further consideration. �Any exceptions taken with respect to the provisions and clauses within the solicitation shall be noted. �For the purpose of facilitating exchange of information, for every instance where the offeror does not propose to comply with or agree to a requirement, they shall propose an alternative and describe the reasoning theretofore. Pursuant to applicable regulations and guidelines, this solicitation requires registration within the System for Award Management (SAM) prior to submission of quotation packages.� Additional registration information can be found at www.sam.gov. Please ensure that all emails submitted are less than 12MB.� If a quotation submission will exceed this limit, please separate the submission into multiple emails and include # of # emails within the subject line.� Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation.� Any emails received that contain weblinks for accessing external documentation will not be accepted as valid. Offeror submission emails shall include separate attachments that clearly indicate what is being provided.� The Government reserves the right to disregard any additional non-relevant attachments without notification to any offeror. Quotations MUST be good for 30 calendar days after close of solicitation. Complete listing of Terms and Conditions is located at Attachment 1 - Provisions and Clauses Document. Complete requirements/specifications are outlined within Attachment 2 - Statement of Work. 5.� EVALUATION INFORMATION Complete Technical Evaluation / Award Criteria are located at Attachment 1 - Provisions and Clauses Document, 52.212-2 EVALUATION�COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) Offeror shall provide the following PRICE information: Pricing:� Offerors shall submit appropriate documentation that identifies per day pricing for each year, e.g., months 1-12, 13-24, 25-36, 37-48, and 49-60, of the contracting instrument which shall be utilized by the government as a major component of the pricing evaluation. �Failure to comply with this term may result in the offeror being determined as non-responsive. In addition to providing pricing information, each offeror shall provide the following NON-PRICING information: Technical and Management Approach: �Offerors shall meet the requirements outlined in the Statement of Work (SOW) as written. Additionally, offerors shall describe in sufficient detail through submitted documentation how they will meet the customer�s requirements referenced within the SOW. Finally, each offeror should provide the following NON-PRICING information, if available: Past Performance: �Offerors shall be evaluated on their recent (within the past 3 years) performance of relevant services as described in the requirements of the SOW. Offerors should provide three (3) references for the same or similar work performed for Federal, State, and local government and private clients. Options shall not be specifically identified and included in this contracting instrument. However, the Government shall award a multi-year contracting instrument (5-yr BPA) which requires pricing be provided by offerors for each ordering year. This is required in order for the Government to determine the overall ceiling value as well as make a determination of fair and reasonable pricing. A written notice of award or acceptance of an offer, mailed or otherwise, furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
