Description
The Department of Health and Human Services intends to negotiate on a sole source basis with Partnership for Public Service. Description: Background Staff engagement is critical to the successful pursuit of the Substance Abuse and Mental Health Services (SAMHSAs) mission. The Federal Employee Viewpoint Survey (FEVS) is a tool that allows agencies insight into areas of strengths and needed improvements. For a number of years, SAMHSAs FEVS scores have been lower than anticipated which have propelled SAMHSA leadership to identify and implement effective approaches to cultivate staff engagement and increase staff morale. Objective The purpose of this requirement is to provide consultation services and recommend activities for SAMHSA leadership to improve staff engagement. The consultant services will provide agency Center and Office action plans and a SAMHSA-wide comprehensive strategic action plan to senior leadership. Finally, the consultant services will provide follow up activities to review, evaluate and address action plan implementation. Scope of Work The contractor shall provide consultation services to address the low FEVS scores, complete the core tasks, with an option to use optional tasks, that may be added at a later date Contract period: 12 months from September 1, 2022 through August 31, 2023 Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501.
