CONTINUATION PAGE AMENDMENT 0001 Request for Information (RFI) Responses: The following Request for Information (RFI) questions have been submitted to the Contracting Officer regarding this solicitation. The questions and responses represent all questions submitted to the Contracting Officer prior to the deadline established in the Solicitation. The following questions and responses are provided for bidder s information and use. RFI 1. Please confirm the scheduled Bid Opening Date; the SAM.GOV solicitation states bids are due August 26, 2022, whereas the SF1442 states bids are due September 2, 2022. Which date is correct? Response: Bids are due No Later Than September 2, 2022, as stated on the SF 1442. RFI 2. Page 7 of the solicitation states that all bids must be submitted to the CO and provides an email to submit them. Page 8 states that bids are to be submitted through the Vendor Portal. Are we to submit bids to both? Response: Bids are to be submitted either via the Vendor Portal or to the CO at the address identified. The solicitation provides the email option to submit bids in case an offeror cannot submit via the Department of Veterans Affairs eCMS Vendor Portal. The language will be clarified to be more specific and read: All bids must be submitted to the attention of the Contracting Officer identified No Later Than the date/time specified. If an interested bidder can not submit its bid via the Department of Veterans Affairs eCMS Vendor Portal link provided email bids will be acceptable at claude.humphrey@va.gov No Later Than the date/time specified. Interested bidders are reminded that if an Offeror experience difficulty in submitting its bid via the Vendor Portal the Contracting Officer may accept an Offeror s quote via email under the following circumstances: 1. Bidder must provide evidence that an email discussions or verbal discussion with the VAAS helpdesk could not resolve registration issues. 2. Bid submitted must meet the time constraints as set forth in the solicitation. 3. Bids submitted via email without set requirements will not be accepted and will be considered to be NONRESPONSIVE. 4. Late or incomplete Bids will NOT be considered and deemed to be nonresponsive. RFI 3. On Plan sheet GI200 SEQUENCE OF CONSTRUCTION: CONTRACTOR TO KEEP ONE LANE/PATH CLEAR FOR CEMETERY OPERATIONS AT ALL TIMES. Is the intent to use flaggers during work hours to protect the cemetery visitors and staff while the work is ongoing? Response: No, it is not the NCA intent to direct means and methods for the Contractor to employ, the intent is for the Contractor to protect cemetery visitors and staff while the work is ongoing with an approved plan of action. RFI 4. On Plan sheet GI200 SEQUENCE OF CONSTRUCTION: CONTRACTOR TO KEEP ONE LANE/PATH CLEAR FOR CEMETERY OPERATIONS AT ALL TIMES. Can the road be closed while installing the storm drain shown on CU260? Response: Yes, with proper advance notification, coordination and scheduling with the COR. RFI 5. Plan Sheet CI501: Are the signposts to be integrally colored concrete? If so what color? Response: The signposts do not have integrally colored concrete. Natural concrete color is intended. RFI 6. Plan Sheet CI502 & CI503: What base color does the cemetery want for the new signs? Response: As indicated on details and specifications, signs shall be NCA standard bronze/dark brown color (Matthews #MP07458). RFI 7. Specs didn't address any gate work, but it is referenced on the drawing plans. Which is correct?  Response: Per FAR 52.236-21 Specifications and Drawings for Construction language Anything mentioned in the specifications and not shown on the drawings or shown on the drawings and not mentioned in the specifications, shall be of like effect as if shown or mentioned in both. In case of difference between drawings and specifications, the specifications shall govern. RFI 8. Specs reference Planting, masonry, earth moving, but these are not in the drawings?  Response: Same response as provided in response to RFI 7 above. RFI 9. On drawing CI201 for the Visitor Information & Floral Regulation Signs, the site signage details numbers do not match what is called out on CI503. We have attached a Sign Layout vs. Sign Details Discrepancy drawing referencing these discrepancies. Please advise if the descriptions are correct for these items. Response: The site signage detail callouts for the Visitor Info and Floral Regulations signs on drawing CI201 were incorrect. As shown on detail 2/sheet CI503, the Visitor Info sign shall be NC-1.02A-C1, and the Floral Regulations sign shall be NC-1.02B-C1 (4 wide panels). RFI 10. On drawing CI502 items NC-03.02A-C1 and NC-03.02B-C1, it looks like these traffic signs are double-sided, not just standard flat one-sided panels. Can you please confirm that these DOT signs will be double-sided for all traffic signs? Also, if this is the type of build the National Cemetery wants, on the PLAN View on drawing CI502, is the sign cabinet referenced to be square, and we are to assume we will slide in the Traffic Signs, or is the cabinet supposed to have the same shape as the called-out traffic signs? Response: The traffic regulatory signs per detail 3/sheet CI502 are NCA standard low profile traffic signs, not DOT signs. As shown in the detail Sign Frame and Mounting Section Enlargement , the sign panel assembly is a square frame constructed of 1 x1 extruded aluminum members with 1/8 aluminum sign panels attached to both sides of the frame. For signs where information is to be shown on only one side (such as the burial processions sign), one sign assembly is attached to the front side of the post. For signs where information is to be shown on both sides (such as the stop and yield signs), the Side A sign assembly is attached to the front side of the post, and the Side B sign assembly is attached to the rear side of the post. All traffic regulatory sign panels are 1 -6 square and shall have the indicated graphics or text applied to the sign panels as dimensioned in the detail. RFI 11 Provide a copy of the Pre-Bid Attendee sheet. Response: See attached. END OF AMENDMENT 0001
