- Description
- This is a new requirement which includes providing all engineering, labor, materials, equipment, supervision and effort necessary to install 17 flashing, blue, wall/ceiling mounted beacon lights, with light switches and associated infrastructure, within the OSA and SCIF spaces of B848. Currently, uncleared visitors of OSA and SCIF areas within B848 require their escort to verbally announce their presence. The installation of beacon lights will provide visual indication to building personnel that a visitor is present. This requirement is not military unique. However, because it is earmarked as construction or real property it does not meet the definitions of FAR Part 2 in terms of commercial items or non-developmental items which can be acquired in the commercial market sector using streamlined acquisition procedures under FAR Part 12. The Government is altering real property under this requirement and as such falls under FAR 36 Construction and is not considered a commercial service. The beacon lighting will be installed IAW applicable National Electric Code and Unified Facilities Criteria. There are no known environmental regulations or product certification requirements or no known unique aspects of the acquisition which must be obtained in order to manufacture, produce or distribute the product or service. IAW DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting. Contractors are required to implement NIST SP 800-171. At time of award, the awardee must be registered in the Supplier Performance Risk System (SPRS) at the time of award and have at least a Basic NIST SP 800-171 DoD Assessment that is not more than 3 years old.
