- This Request for Information (RFI) is for market research purposes. DLA Energy (DLA-E) is seeking information on industry capabilities/interest/potential sources for Fuel Management Services at DFSP Guantanamo Bay, Cuba which has two geographically separated fuel facilities Leeward Point and Windward Point. These services include receiving, maintaining, storing, sampling and testing, internally transferring, and issuing petroleum products. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for information and planning purposes and does not constitute a solicitation for proposals. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI. Responses to this notice shall be treated as information only. All responses received may be held for an extended period of time or destroyed. In no case will any response be returned to the originator. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI, as all costs associated with responding to this RFI will be the sole responsibility of the responding party. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind the Government to any further actions related to this topic. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the government. Further, the government reserves the right to pursue any concepts that may result from this action without restriction. CONCEPT OF OPERATIONS: DLA Energy is seeking information on the potential for receiving, maintaining, storing, sampling and testing, internally transferring, and issuing petroleum products in the area listed below. Please see �Facilities� section for storage amounts and receipt/issue capabilities required. AREA OF CONSIDERATION: FLC Jacksonville Region, FL NS Guantanamo Bay, Cuba BACKGROUND:� Defense Logistics Agency - Energy currently uses the DFSP Guantanamo Bay contract vehicle to perform fuel management services for Government Owned-Contractor Operated (GOCO) Contract Sites, which consists of Leeward Point and Windward Point. � � DLA-E is contemplating a variety of fuel operational management models to achieve these services. DLA-E is open to recommendations by the respondents to best achieve the services, to the extent that any such proposed solution is appropriate and applicable in view of all governmental policies and agreements. ���DLA-E is looking for solutions on procurement and maintenance of operational vehicles (fuel delivery and duty vehicles) that meet the requirements of DoD vehicles, and other government vehicles standards. ���DLA-E is open to solutions involving preventive maintenance of fuel facilities and fuel transportation equipment (including fuel delivery vehicles and pipeline) ���DLA-E is looking for solutions on work normally performed under the Centrally Managed Programs (CMP) on systems and components of the petroleum facilities. (Leak detection, API 570, Cathodic Protection, API 653, Automatic Tank Gauging (ATG), and API 510) CAPABILITIES SOUGHT: Operator Maintenance (OM), System Maintenance (SM) Preventive, recurring, daily, periodic, or scheduled work required to: preserve a facility, prevent deterioration, prevent component failure, and identify components requiring replacement or repair. Minor and Major Maintenance requirements/inspections. Routine inspection, testing of petroleum fuel system, and identifying required repairs. Maintenance inspection and services on Centrally Managed Programs (CMP) to include oversight from a qualified engineer. Properly maintain and repair all petroleum systems and facilities listed in accordance with current American Petroleum Institute (API) Standards, National Fire Protection Association (NFPA) Codes, National Electric Codes, Unified facilities criteria (UFC), DOD policies and publications and all Federal, State, County, and local Environmental Protection Agency (EPA) laws applicable to tanks and facilities of the type utilized. To include providing all labor, supervision, transportation, supplies, vehicles, tools, materials, equipment, and incidentals necessary to conduct inspections, preventive/operator, recurring and enhanced recurring maintenance on the petroleum systems. Protect/segregate multiple grades of Military Specification product during all receipt/issue operations. ��Environmental constraints/stewardship for both storage and receipt/issue. ��Lead-time required for establishing an initial capability and lead-time for a fully implemented ��supply chain solution. ��Potential Industry alternatives (Example: Access to existing capability). Industry concerns, potential constraints associated with maintaining a ""warm"" ��industrial capability enabled to support rapid activation. BUSINESS SENSITIVE, PROPRIETARY, OR OTHERWISE CONFIDENTIAL INFORMATION ��As information received in response to this RFI may be used to structure future solicitations, if your company chooses to submit any business sensitive, proprietary, or otherwise confidential information, it must be marked as proprietary or restricted data in the response. Information received from respondents will not be shared with any other respondent. Respondents will not be notified of the results of the market research. SUBMITTAL INSTRUCTIONS/REQUIREMENTS: 1. � Provide a company profile to include number of employees, annual revenue history (last 3 years), office location(s), DUNS/CAGE Code number, and a statement regarding current business status. 2. � Capability to provide qualified and experienced personnel, with appropriate clearances, if required. 3.�� Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements? If so, please provide the following information: Contract number, Name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO DFSP fuels management. If your firm acted as a subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolutions taken. 4. � Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement, and what percentage of work and type(s) of service would you perform? 5. � Does your company have experience with Service Contract Act of 1965 covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs)? Please explain in detail any experience your company has had interacting with labor unions. What about experience with U.S. Government overseas contract? � 6. � Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year multiyear contract at one or more locations, in the event there are difficulties with invoice payments? Do you have an approved accounting system in place to adequately track expenditures? Please elaborate. 7. � What realistic phase-in period would you require to commence performance with personnel, equipment, and materials? 8. � Locations: Please indicate whether you are able to meet the entirety of the DFSP Guantanamo Bay, Cuba location requirements. 9. � Describe any operational, regulatory, business restrictions, limitations, or incentives to your proposal. 10.
