Description
Introduction:� This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Background:� The CDC Office of Safety, Security and Asset Management (OSSAM) works to ensure a safe and healthy work environment for CDC staff. The building automation system team in Atlanta supports five campuses, across the metro Atlanta GA, Fort Collins CO and San Juan PR, complete with utility plants, data centers, operations centers, office space, and biosafety laboratories from BSL-1 to BSL-4. Support activities include annual preventative maintenance, control system upgrades and support for ongoing construction projects. CDC�s current building automation systems utilizes a mix of legacy JCI N2 and LON products as well as current the current JCI Metasys Extended Architecture BACnet line of supervisory and field level controllers. VIKON branded JACE8000 series controllers are currently being utilized across the building automation system to perform integrations with various support infrastructure such as fuel oil and switch gear monitoring. Several of the building automation systems currently in use are reaching their end-of-life cycle. CDC is developing plans to upgrade and modernize these systems utilizing current commercially available SCADA HMI, IP Based BACnet supervisory and BACnet MSTP field controllers. The plans for modernizing the building automation systems will focus on creating a more open installation environment, by allowing multiple manufacture product lines to be integrated seamlessly into single interface. Purpose and Objectives: �The purpose of this solicitation is to survey the open marketplace to determine what commercial automation sources should be considered for future building automation system project opportunities across the five campuses currently supported by OSSAM. Requirements: Manufacturer must have authorized branch offices or dealers staffed by factory training technicians located in Atlanta, GA. All agency facility and system information must be handled by US citizens only. Provide quality services and work collaboratively with OSSAM staff to accomplish performance objectives. Capability Statement/Information Sought: �Please submit the following information. Describe (diagrams allowed) your current system architecture Provide cut sheets for each of your current global and field controllers A global controller is any programmable device that provides routing to a BACnet communication trunk for subordinate programmable devices. A field controller is any programmable device that lives on a BACnet IP or MSTP communication trunk that does not meet the definition of a global controller. Provide a list of all software associated with the current generation of your system, including descriptions of each. Clearly define the required software a technician/customer would need to fully create and maintain a full featured version of your current system. This would include, but not be limited to, the ability to program/debug controllers, create graphics, set up trends and alarms, manage users and permission, and fully maintain standalone version of your current system. Indicate if any of the listed software is unavailable to customers for purchase Include any required third-party tools (i.e. � Microsoft Visio) that are required Describe your programming environment Identify which software is used to program/maintain each controller in your current system architecture Provide programming manuals as PDFs for each software tool Indicate if each manual is available to customers to download Describe the required cables and adapters technicians require to fully install, program, and maintain your current product line. Advise if the cables are openly available to customers or proprietary in nature Describe the software licensing structure of the current generation of your system. Include your server software, programming tools, and any add-ons you offer to customers. Describe what means are available to customers to secure ongoing access to major and minor software revisions, as well as patch updates. For example, a yearly renewed enterprise software maintenance agreement. Describe how software and controller firmware updates are announced, distributed, licensed, and maintain on technician computers for use. Advise if your field controller software is able to route through your global controller to an attached BACnet IP or MSTP network. Advise if the same is true for other manufacturers global controllers or BACnet routers Advise if the same routing is supported for Johnson Controls SNE global controllers Advise if the same routing is supported for Tridium JACE global controllers Complete the following table by inserting the required course numbers to obtain the associated skill with your current global level controller(s) and field level controllers. Provide a legend correlating each course number with a course name. For each course, describe what modes the class is available in (classroom, on-site, virtual-instructor-led, self-paced-remote) Clarify if any of the courses described are not available to customers If possible, provide a PDF of your complete training catalog Describe what means are available to customers to secure ongoing access to factory direct technical support. For example, a yearly renewed enterprise support agreement. Describe what modes of technical support are available for your system, such as online knowledge base, documentation library, user forums, etc. Describe how customers access each mode of technical support Describe how cybersecurity vulnerabilities in your system software are reported to customers, as well as any federal agencies you report to and cooperate with, such as the Cybersecurity & Infrastructure Security Agency (CISA) For the previous two generations of your system�s global and field controllers: Provide the part numbers and release date Provide the end of sale date for each part number Provide the end of technical support date for each part number Provide the date of the last firmware patch for each part number Describe the migration path provided to customers to the next generation Include information on your ability to comply with the Buy American Act (BAA), including the recent Made In America Executive Order by the current Administration Include information on your ability to comply with the Trade Agreement Act (TAA) List the authorized sources for installation of your system (branch/partner/dealer) in the Atlanta, GA area. Pages shall be formatted as follows: 8 � x 11, 12 pitch, Times New Roman font with 1� margins. Response Due Date:� Submit Capability Statements via email to Patrick Winders, vxx6@cdc.gov. Responses must be submitted no later than 1:00 PM EST by 10/03/2022. Capability Statements will not be accepted after the due date. The Government will not return Capability Statements received. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.
