- Classification Original Set Aside: Service-Disabled Veteran-Owned Small Business Product Service Code: Z - MAINT, REPAIR, ALTER REAL PROPERTY NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors. The Small Business Size Standard is $16.5Million. Magnitude of this project is between $5M and $10M. Place of Performance: 3350 La Jolla Village Drive, San Diego VA Health Care System (SDVAHCS), San Diego, CA 92161 Description: Replace Primary Substations, Transformer & Dual Primary Selective Switches This is a SOURCES SOUGHT NOTICE for Market Research ONLY, to determine the availability of Service-Disabled Veteran-Owned Small Business (SDVOSB) firms for a potential SDVOSB category type set-aside procurement program. Pursuant to FAR 19.14 - Service-Disabled Veteran-Owned Small Business Procurement Program and VAAR Subpart 819.70 - Service-Disabled Veteran-Owned and Veteran-Owned Small Business Acquisition Program, if two or more responsible SDVOSB firms exist, and the government has a reasonable expectation of competition and that an award will be made at fair market prices as referenced by FAR 14.408-2 Responsible bidder-reasonableness of price, the contracting officer shall set aside the acquisition. If set-aside, FAR 19.505 - Limitations on subcontracting and nonmanufacturer rule, FAR 19.14 - Service-Disabled Veteran-Owned Small Business Procurement Program, and VAAR 819.7005 - Service-disabled veteran-owned small business set-aside procedures shall apply. All interested contractors having the skill, capabilities, workload capacity and ability to obtain bonding necessary to complete the described Scope of the project (either through self-performance and/or the managing of subcontractors) are invited to provide feedback via email. Your responses will be used solely for market research purposes of the Government use. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender General Scope of Work: This requirement is for construction services. This project is referred to as Project No. 664-19-303; Replace Primary Substations, Transformer & Dual Primary Selective Switches. This project involves the replacement/retrofit/upgrade of primary electrical substations which have either reached the end of their useful life or are near it. The work will be in Building #1 and Building #2 located at 3350 La Jolla Village Drive, San Diego VA Health Care System (SDVAHCS), San Diego, CA 92161. There are nine substations included in this Scope of Work located in the following areas: Four (4) Substations in the Basement of Building 1 Substations A & B are located inside Room B-118 in the basement of Building 1. These two substations are identical. This project will replace the 12,000 480Y/277V primary fused switch, the 1500 KVA oil-filled substation transformer, and the 480V main breaker section for both substations with a new ""like for like"" replacement equipment. Substations C & D are located inside Room B-231 in the basement of Building 1. These two substations are also identical. Similar to the work for Substations A & B, this project will provide for the replacement of the 12,000 480Y/277V primary fused switches, the 1500 KVA oil-filled substation transformers, and the 480V main breaker sections with new ""like for like"" replacement equipment. One (1) Substation in the Penthouse of Building 1 Substation E is located inside Building 1, Penthouse Room B-7006. This project will replace the 12,000 480Y/277V primary fused switch, the 2000 KVA oil-filled substation transformer, and the 480V main breaker section with new ""like for like"" replacement equipment. Four (4) Substations in the Central Plant at Building 2 Substations F, G, H & J are located in the mezzanine of Building 2 Central Plant. This project will provide for the replacement of the 12,000 480Y/277V primary fused switches, the oil-filled substation transformers, and the 480V main breaker sections of all four substations with new ""like for like"" replacement equipment. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Offeror s response to this Notice shall be limited to 10 pages and shall include the following information: Offerors company name, Contractor s Unique Entity ID. (SAM.gov UEI), Federal Tax ID, address, point of contact, title, phone number, and email address. Offeror's capability to perform contracts of this magnitude and complexity and comparable work performed within the past 5 years in applicable NAICS code (238210) - Describe your self-performed effort, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project - provide at least 3 examples. Capabilities shall demonstrate the SDVOSB and VOSB shall also show evidence that they will perform 51% of the work. All parties are asked to identify any subcontractors that potentially could be utilized including Joint Venture. SDVOSB and VOSB and must be registered with VETS-4212, DOL website https://www.dol.gov/vets/vets4212.htm and verified at VetBiz website https://www.vip.vetbiz.gov/ with SDVOSB verified seal to be considered for this credit. The same applies for/with subcontractor. Interested Offeror s shall be registered with website SAM.gov Offeror's interest in bidding on the solicitation when it is issued. Offeror's Bonding Capability in the form of a letter from Surety. All responses must be received by no later than 2:00 pm Pacific Time, MAY 20, 2022. Responses from potential offerors having the skill, capabilities and bonding necessary to perform the above described project are invited to submitted requested data via email to Contracting Officer, Ashok K. Singh at ashok.singh@va.gov All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Simply responding as an interested party in SAM.gov doesn t constitute your company as a source. Offerors shall provide the above requested information by the time and date specified to be considered as a source. After review of the responses to this source sought notice, a solicitation announcement may be issued on the SAM.gov website in the near future. Responses to the sources sought notice are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement in addition to responding to the sources sought notice. All interested parties are reminded to be registered with the System for Award Management (SAM) at http://www.sam.gov prior to providing an offer/proposal to be eligible for award of Government contracts. ALL INTERESTED SDVOSB and VOSB FIRMS MUST BE REGISTERED IN VETBIZ.GOV AND VERIFIED BY VA CVE.
