- NEGOTIATION MEMORANDUM AND RECORD OF AWARD DECISION PROJECT NO. IGA2242 LEASE NO. GS-04B-LGA62400 Forest Service Atlanta, GA BACKGROUND AND REQUIREMENT GSA currently leases 90,638 RSF / 79,507 ABOA of office and related space for Forest Service at 1718 Peachtree Street NW, Atlanta, GA 30309-2452 under Lease No. GS-04B-LGA62400 that expires August 31, 2022. The Government's objective is to acquire suitable space from a responsible source to house the Forest Service in accordance with all federal procurement regulations and GSA policies. The lease terms will be negotiated at a rental rate consistent with current market conditions at a fair and reasonable price. METHOD NEGOTIATION OBJECTIVES ADVERTISEMENT AND MARKET SURVEY INFORMATION PNM Project #�������������������������������������������������������������������������������������������������������� 1 IGA2242 Per the requirements of GSAR 570.203-1, sources that could satisfy the requirement were sought via a market survey. Moreover, a market survey to identify potential sources. LCO used information available in GSA(CoStar) or from other sources to identify locations that will meet the Governments requirements. the GSA Lease Contracting Officer received the market data from CoStar to see market ranges for the Atlanta area office space in the delineated area. MARKET SURVEY determined all 3 s A CoStar Report was ran on January 12, 2022. The Report yielded 3 potential spaces Government representatives aces were unable to compete on the basis of the incumbent's low rental rate ofwith an escalation of 3% per year. The rent for the renewal option is:����� for the Shell Rent andf for the Storage Rent, for a total rental rate o during the entire renewal period of 09/01/2022 to 08/31/2027, with an escalation of 3% per year. There isn't any operating rent due to the automatic 3% covering everything. Based on the above, the Government has determined that the offer by the incumbent P25 Ownership LLC, for 40,892 ABOA SF (41,332 RSF) at the Peachtree 25th Building, 1718 PEACHTREE ST NW, ATLANTA, GA 30309-2452 is fair and reasonable and that it is in the best interest of the Government to exercise an unevaluated renewal option for this lease.
