Description
The Regional Health Contracting Office-Europe issued a Request for Quote (RFQ) for delivery of Medical Gas Cylinders for Medical Treatment Facilities (MTFs) within the area of responsibility of the Landstuhl Regional Medical Center (LRMC) and the Medical Department Activity (MEDDAC) Bavaria.� The resultant contract type will be a Firm-Fixed-Price (FFP) Purchase Order.� It is incumbent upon interested parties to review this site frequently for any updates/amendments to any and all documents.� Purchase Order will be issued lowest price and technically acceptable quote.� The RFQ will be issued for full and open competition.� All vendors must be registered in the System for Award Management (SAM) prior to award, and lack of registration shall make a quotation ineligible for award.� Vendors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220 or via Internet at https://www.sam.gov. The Government intends to issue a single purchase order from this RFQ but might issue multiple purchase orders if it is deemed to be in the best interest to the Government. The following factors shall be used to evaluate offers: FACTOR 1 � TECHNICAL:� The quoter shall submit a written quote which explains how to comply with the requirements in the request for quote: SUBFACTOR 1: Offered products shall meet all salient characteristics.� The quoter shall provide the full name of the offered product (Cylinder & Valve) along with manufacturer�s name, item number and material. SUBFACTOR 2: Offeror shall provide capability statement to be able to ship (FOB Destination) to all locations identified in Attachment #2 � Potential Delivery Locations List.� It is the responsibility of the Contractor to furnish hand carts, cylinder carts, forklift, and all other necessary material handling equipment necessary to accomplish delivery of cylinders, Salient Characteristics for Cylinders and Valves The following Salient Characteristics must be met for each medical gas cylinder and its respective cylinder valve to be evaluated as technically acceptable: -���������� Medical Gas Cylinders must be New Condition (Not Used or Refurbished) items and meet or exceed all applicable European Union, Country, or Local Laws in accordance with the regulations found within the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), -���������� Medical Gas Cylinders must meet or exceed all applicable EU, ECE, TUV, and ISO standards for their respective construction type (steel, aluminum, etc.) and for the specific medical gas they will contain, -���������� Cylinder Valves must be New Condition (Not Used or Refurbished) items and meet or exceed all applicable EU, ECE, TUV, and ISO standards for their respective application and intended use, o��������� Recommended Valve Types / Options have been provided on Attachment #1 � Salient Characteristics Chart, -���������� Medical gas cylinder color coding (painting) shall be in accordance with Attachment #1 � Salient Characteristics Chart � which is based on United States standards as promulgated by DLAR 4145.25/AR-700-68/NAVSUPINST 4440.128C/MCO 10330.2C/AFR 67-12, 16 JAN 90 � dated 16 June 2000, -���������� Label gas cylinders and containers in accordance with the Compressed Gas Association (CGA) C-7 Guide to Classification and Labeling of Compressed Gases, -���������� All Cylinders shall be furnished as cleaned and dried, with valves affixed and closed to prevent contamination from atmospheric conditions, -���������� Offeror shall be able to provide, at the U.S. Government�s request, certifications and/or other documentation confirming cylinder and value conformity with all applicable EU, ECE, TUV, and ISO standards. -���������� Cylinder Valves must be seamlessly compatible will all Regulators conforming to United States Specification as utilized in Medical Treatment Facilities (MTFs), o��������� Prospective Offerors must ensure offered Cylinder Valves provide for seamless compatibility; however, may recommend alternate valve types/options if applicable. Additional Considerations -���������� The absence of any inspection requirements shall not relieve the Contractor of the responsibility of ensuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract, -���������� Sampling inspection, as part of manufacturing operations, is an acceptable practice to ascertain conformance to requirements, however, this does not authorize submission of known defective material, either indicated or actual, nor does it commit the Government to accept defective material. (End of Salient Characteristics) EVALUATION STANDARDS � TECHNICAL:� The Government will use the following standards to evaluate Technical: (1) Acceptable � Quote clearly meets the minimum requirements of the solicitation. (2) Unacceptable � Quote does not clearly meet the minimum requirements of the solicitation. FACTOR 2 � PRICE. (1)� Prices will be determined reasonable based on adequate price competition.� The determination of relative overall price to the U.S. Government will be established by totaling the quoted prices for all line items. (2)� Quoted prices should include the total cost of each line item. (3)� The total amount of all line items will be the total evaluated price. (4)� Quoted prices will be evaluated for unbalanced pricing. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.� Evaluation of an optional line items shall not obligate the Government to exercise them. *************************************************************************** *������������������� See Addendum to 52.212-1 for Instructions to Offerors.������������������� * ***************************************************************************
