Description
The Bureau of Fiscal Service (Fiscal Service), on behalf of the Corporation for National and Community Service (AmeriCorps), intends to contract with The Institute for Diversity and Inclusion in Emergency Management Inc (I-DIEM), 4332 Swift Circle, Valrico, Florida 33596 on a sole source basis, under authority of FAR 6.302-1, for Diversity, Equity, Inclusion and Access (DEIA) In Disaster, Consulting and Training. I-DIEM has been identified as the only source capable of providing the awards that meet the needs of the AmeriCorps. The Contractor shall provide consulting services for the Disaster Services Unit (DSU) by providing evaluation and audit of DEIA within the DSU services and trainings. Contractor shall develop and provide DEIA training to the DSU Cadre and AmeriCorps Disaster Response Teams (A-DRT) to help staff develop diversity, practice inclusion, and build equity within their service. The training shall increase education, awareness, and advocacy as they prepare for future disaster deployments. The below recommended personnel for this requirement shall have the below listed minimum qualifications: - The Emergency Management SME shall have the following minimum education and experience: At least 10 years of relevant emergency management experience. Knowledge of historical disaster responses. Understanding of public health effects. - The Project Director shall have the following minimum education and experience: At least 10 years of relevant consulting experience in supervising staff, providing project direction, making key decisions, resolving issues and ensuring quality and cost control. Ability to coordinate program operations across a wide range of disciplines and program stakeholders Knowledge of Federal contracting and at least 6 years of experience managing a large federal Government Purchase Order. Experience in Emergency Management, Public Health, Diversity, Equity and Inclusion Training, Social Vulnerability/Social Determinants of Health. At least 10 years of relevant DEIA research in evaluation. Knowledge in Social Vulnerability. Experience with Community Resilience, Community Capacity Building and Sustainability. - The Data Analyst shall have the following minimum education and experience: Experience in creating qualitative and quantitative reports, preparing briefing slides, and facilitating meetings. Knowledge and experience creating data systems and analyzing data to identify DEIA successes and areas for improvement. - The Training Specialist shall have the following minimum education and experience.: At least 5 years of relevant DEIA training experience maximizing employee performance by identifying training. needs and creating tailored training programs for the needs of specific teams/employees. Experience in collaborating with members of a project team to produce training materials. Experience in targeting specific population segments and proposing and developing trainings that provide the best opportunity to reach them. Experience in in-person and virtual training facilitation. - The Administrative Assistant shall have the following minimum education and experience: At least 2 years of relevant experience with High School Diploma or 6 months with Associate�s degree in a Human Resources (HR) business processes or related field. Fiscal Service will consider written responses received no later than 12:00 PM EST September 1, 2022. Responses must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: BS/LP REF SS-CNS-22-121. Vendor responses must include sufficient evidence that clearly shows the proposed product is capable of meeting all of the characteristics of the services needed. If no written response is received that clearly demonstrates an ability to meet all requirements and is received by the aforementioned deadline, Fiscal Service shall make award on a sole source basis to I-DIEM. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: The name and location of your company, contact information, and identify your business size and socioeconomic category (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HUBZone, etc.). Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. Whether your product is available through a Government Wide Acquisition Contract (GWAC) vehicle or Open Market. A narrative description of how your proposal meets all of the characteristics needed for the subscription. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. UEI Number. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
