- Synopsis The U.S Department of Veteran Affairs (VA), Office of Procurement, Acquisitions, & Logistics (OPAL), Strategic Acquisition Center-Frederick (SAC-F), in accordance with Public Law 109- 461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting Program outlined in 38 USC § 8127(c). The VA intends to solicit and award a single source contract to Sigma Health Consulting LLC (SHC) (a Veteran-Owned Small Business), 204 Eldrid DR, Silver Spring, Maryland 20904-3509, United States to assist with building the organizational framework, processes, and tools to ensure consistent organization-wide oversight and accountability (OA) across VHA. These efforts are in support of the execution of the Government Accountability Office (GAO) High Risk List (HRL) Action Plan for Managing Risks and Improving VA Health Care. Background Currently, VHA has a fragmented oversight operating model that impedes VHA s ability to effectively communicate across program offices, oversee policy implementation and ensure organizational accountability. As the GAO HRL Outcome Executive and Lead of Oversight and Accountability, OIC is leading the development of a risk-informed oversight function in line with an oversight model and maturity model, which will define and guide the maturation of processes across all VHA entities. Purpose and Objective The contractor shall provide Oversight and Accountability services for VHA OIC. Various tasks and deliverables align to several services across oversight, corrective action, risk governance, data monitoring, and compliance subject areas. These services will include specific deliverables and tasks that will be completed by the contractor to include: 1) assemble assessment and evaluation tools and techniques; 2) program and project management; 3) implement process and system improvement efforts; and 4) recommend data-driven improvements to policies, procedures, or systems. Anticipated Period of Performance 12-month base period from date of award and three 12-month option periods. Single Source Circumstances The anticipated award price of the contract (including options) will not exceed $5 million. The proposed action meets all three requirements of 38 U.S.C. 8127(c). Sigma Health has been verified by VIP as owned and controlled by a Veteran. Sigma Health possesses the capability to provide the required services as Sigma has successfully provided services to VA that are similar to the required services, most recently for VHA OIC and Internal Audit (IA), and are familiar with current policies, processes and procedures. Sigma Health is determined to be a responsible source with the required knowledge, capabilities, and expertise with respect to performance of this opportunity. IAW VAAR § 819.7007 Sole source awards to service-disabled veteran-owned small business concerns (b), The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one VOSB concern is available to meet the requirement is not required. This notice will be publicized as required by FAR Subpart 5.2. Additional Information The North American Industry classification (NAICS) Code is 541618, Other Management Consulting Services with a size standard of $16.5 Million. THIS IS NOT A REQUEST FOR A COMPETITIVE QUOTE. Any response to this notice must be submitted in writing to the Government and show clear and convincing evidence that another source can meet the Government s requirements and that competition of the requirement would be advantageous to the Government. Respondents must also include their SAM Unique Entity ID, the Taxpayer Identification Number (TIN), and the certification of business size. Respondents must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
