- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT FOR OPIOID HAZARD AWARENESS IN HIGH-RISK MINING POPULATIONS ��PROJECT NAME: Professional services to Guide Opioid Training & Provide Report of Research Findings AGENCY Name: Department of Labor, Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS) ANNOUNCEMENT NUMBER: 1645-AAM-22-NAT-0000 The Department of Labor (DOL), Office of the Senior Procurement Executive (OSPE), Office of Acquisition Services (OAS), hereby submits a notice of intent to award a sole-source award to CR Research/Consulting located at 45 Atherton St, Roxbury, MA 02119 to provide opioid analysis and research services. These services are for the Mine Safety & Health Administration (MSHA) and center on assisting MSHA in partnering with alliance organizations to improve opioid hazard awareness in high-risk mining populations. �The scope for this effort is to write a guidance document on opioids training program and to serve as Subject Matter Expert on opioids (research) roundtable event. Guidance will include: addressing common mining workplace injuries, recognizing which medications are opioids, work-related risk factors for opioid use, best practices prevention strategies, �harm reduction� approaches such as avoiding stigmatizing attitudes that discourage help-seeking and preventing fatal overdoses through the use of naloxone, and resources for helping individuals struggling with substance issues. Consideration to issues raised by industry, labor, and other mining stakeholders during roundtable discussions. The procurement will be issued under the authority of Federal Acquisition Regulation (FAR)��6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.� �The North American Industry Classification System (NAICS) code is 541720. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not delay the analysis and research services. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals. A solicitation is not available. Responses to this Notice shall be submitted no later than 3:00 p.m. ET Monday, August 29, 2022 to Aleisha Moore at moore.aleisha@dol.gov and to Karen Corporal at corporal.karen.a@dol.gov.
