- N0016422SNB84 FOR INFORMATION (RFI)/SOURCES SOUGHT � Weapon Mounted Miniature Laser Range Finder � FSC 1240 � NAICS 333314 Issued Date: 24 Aug 2022 � Closing Date 23 Sep 2022 MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey.� Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to a Weapon Mounted Miniature Laser Range Finder to be mounted on rifles and light machine guns employed by Special Operation Forces (SOF).� This effort is underway to identify manufacturers with the potential receive orders for prototypes as early as October 2022 and supply the Government with a 3-10 prototypes by April 2023.� Prototypes will be used for testing.� LRIP orders expected around September 2023 for deliveries in April 2024.� Maximum potential quantities: ~350.� � The Government is interested in devices with the following combination of capabilities: Laser Range Finder (LRF) Visible Pointer Laser Near-infrared (NIR) Pointer Laser Cost: <$10k Minimum Salient Characteristics: TRL: 7 or Higher Mount: Compatible with MIL-STD-1913 rail (T=O) LRF Wavelength: 1400-1700nm (T=O) Range: Man sized target (1.75m x 0.5m, 10% reflectivity) at 1500m (T); 2500m (O) Vehicle target (2.3m x 2.3m, 10% reflectivity) at 3000m (T=O) Size: < 16 in3 (T); 13 in3 (O) Weight: Without battery, 10oz. (T); 8 oz. (O) Battery Life: 8 hrs in standby mode with 300 ranging events on a single CR123 or AA battery (T=O) Laser Combination: LRF with visible (610-670nm) boresight laser (T); LRF with visible (610-670nm) boresight laser AND Near-Infrared (820?900nm) aiming laser (O) Weapon Shock: Boresight Retention of <1.0 MOA after 500 rounds of 7.62x51 NATO rifle fire (T=O) Remote Control: with hardened straight and 90 degree connectors on 20-22 inch cable (T); with hardened straight and 90 degree connectors on 20-22 inch cable with optional Bluetooth wireless function (O) Pairing: Pairs with environmental sensor, such as Kestrel 5700 via wired connection (T); Pairs with environmental sensor, such as Kestrel 5700 via wired or wireless connection (O) Display: Automatically rotating display to account for different mounting configurations (T); Automatically rotating display AND a user configurable sleep timer (O) Environmental Requirements: Operational Temperature: -20 to 140 Fahrenheit (T=O) Storage Temperature: -20 to 160 Fahrenheit (T=O) Immersion: 3m for 1hr (T); 10m for 2 hrs (O) Salt/Fog: 810H 509.7, 24hr wet 24hr dry 2 Cycles (T=O) EMI: MIL-STD-461E RE102 (2MHz to 18GHz) and RS103 (2Mhz to 40 GHz) (T=O) Laser Safety: Provide FDA compliance submission including assesion number or request for MIL-exemption and a manual providing appropriate warnings and instructions for safe laser operations.� Be prepared to provide the following for all laser modes: Lasing Medium Laser Manufacturers System Power - nominal and including over operation temperature System Wavelength - nominal and including over operation temperature System Boresight/Alignment System Divergence System Beam Waist System Waist Location System Beam geometry The Naval Special Warfare � Special Projects Program at NSWC Crane is interested in receiving feedback and product information from industry in support of the Weapon Mounted Miniature Laser Range Finder project.� A technical description of the product(s), such as physical characteristics, operational features, performance data, and photographs are of particular interest to assist in establishing the readiness of manufacturers� ability to produce a viable product in the timeline stated above. All interested parties are strongly encouraged to submit an abbreviated synopsis or white paper.� This white paper should not exceed 3 pages per item and should include: current Technical Readiness Level, a preliminary production schedule, place of manufacture, and cost estimate. This submission may be in the form of commercial product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware.� Potential sources should also provide any test results on the item(s) if applicable.� Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. In addition to the above submission, all interested parties are requested to fill out and return the attached Market Research Questionnaire (Attachment 1) included with this announcement. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
