Description

Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with Telops Usa, Inc., Inc.under the authority of 41 USC 3304(a)(1) for Hyperspectral filter wheel and associated preventative maintenance. � Background Information and Basis for Sole Source The National Institute of Standards and Technology�s Fire Fighting Technology Group (733.01) within the Engineering Laboratory�s Fire Research Division enables advances in firefighter safety, fire ground operations, and effectiveness of the fire service; develops and applies technology, measurements, and standards, and improves the understanding of the behavior, prevention and control of fires to enhance fire-fighting operations and equipment, fire suppression, fire investigations, and disaster response. � The Fire Fighting Technology Group needs to expand upon the capabilities of its Telops MS M350 IR camera. Capabilities include time-resolved multispectral imaging achieved by implementing a hyperspectral filter wheel. Hyperspectral filter wheels can be designed to utilize filters that examine a wide range of spectral radiance to visualize total hydrocarbons, through-flame, carbon dioxide, and carbon monoxide. These additional features would improve the versatility of FRD�s existing Telops MS M350 IR camera and deepen an understanding of gas mixture composition in large-scale experiments. The new hyperspectral filter wheel is a custom part that must be designed and calibrated by Telops. Therefore, Telops is the only company that offers a new filter wheel with spectral filters and calibration of the filter wheel for the MS M350 IR camera owned by NIST.� No other hyperspectral filter that can be integrated into NIST's existing Telops MS M350 IR camera.� The required products/services are only available directly from Telops USA, Inc.� There are no authorized resellers/partners available that can meet this need. General The North American Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing.� The small business size standard is 1000 employees. �Telops Usa, Inc is a small business under this NAICS code. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Hing Pan Wong at hnw6@nist.gov. All responses to this notice of intent must be submitted so that they are received at hnw6@nist.gov no later than the aforementioned due date.
