- NOTICE TO OFFERORS: THIS IS NOT A REQUEST FOR PROPOSAL CONTRACT INFORMATION The 92d Contracting Squadron will be soliciting (limited to Small Businesses) for a competitive, multi-discipline Architect-Engineer (A-E) services for design and other supporting services Fairchild AFB, WA in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. Multiple contracts may be awarded from this notice. The Government anticipates award of two multi-discipline Architect-Engineering Indefinite Delivery Indefinite Quantity contracts resulting from this notice. Anticipated award date is November 2022. The primary North American Industry Classification Code (NAICS) is 541310 Architectural Services � size standard is $11.0M. The secondary NAICS code is 541330 Engineering Services - size standard is $22.5M. Both of these NAICS are acceptable. The contract will consist of a five year ordering period. Cumulative amount of awards will not exceed $9,900,000.00 over the life of the contracts combined. Work will be issued by negotiated firm-fixed-price task orders. Task orders will be issued from time to time, as the need arises, during the ordering period. Individual task order values may range from a minimum of $2,000.00 to a maximum of $1 million. The guaranteed minimum dollar amount for each contract is anticipated to be $2,000. This announcement is set-aside to all Small Businesses. Suite 200 Fairchild AFB ID, 99011 SERVICE DESCRIPTION The 92d Contracting Squadron will be soliciting (limited to Small Businesses) for a competitive, multi-discipline Architect-Engineer (A-E) services for design and other supporting services at Fairchild AFB, Washington in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. Services will be required for architectural, electrical, mechanical, civil, landscaping and structural engineering. Some asbestos, lead paint and other environmental studies may be required. The A-E will be required to prepare plans/drawings, specifications, design analysis and cost/time estimates as required for a variety of maintenance, repair, alteration, new and minor construction projects. The A-E may be required to provide construction management support services and/or various types of services such as investigations, verification of existing underground utility locations, inspections, studies and reports as related to project designs and studies, including hazardous, toxic and radioactive materials. Projects may range from interior and exterior renovations of mission, base and community support facilities to military family housing renovations and upgrades to utility infrastructure systems.� Services may also include preparation of design build request for proposal documents or preparation of environmental planning documents that outline process, procedural and regulatory responsibilities for FAFB personnel/organizations and contractors. Work shall include (1) obtaining appropriate permits, licenses and regulatory approvals; (2) conducting site investigations and pilot studies; (3) performing soil, air and water sampling/analysis/interpretation; (4) performing environmental assessments; (5) preparing work plans, site-specific health/safety plans and sampling/analysis plans; and, (6) developing plans and specifications for facility/infrastructure installation/ improvement, environmental remediation projects and environmental equipment purchase/installation.� Services required under this contract are not considered mission essential. EVALUATION CRITERIA Submissions received in response to this notice will be evaluated by a board of professional engineers, architects and others in strict compliance with FAR Part 36.6 and PL 92-582 (Brooks A-E Act) with the following evaluation criteria. The evaluation criteria are listed in descending order of importance. [1] Professional qualifications necessary for satisfactory performance of required services; [2] Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; [3] Location in the general geographical area of Fairchild AFB (within 200 miles from Spokane, WA) and knowledge of the locality of the base; provided that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the proposed services; [4] Capacity to accomplish multiple task orders up to $1M per task order; [5] Program management process/plan for handling Fairchild AFB projects (i.e. customer support, design quality control, timeliness/completion of submissions and follow up);� [6] Implementation of a Design Quality Control Program; [7] Specialized experience and technical competence in the type of work required, including but not limited to, experience in energy conservation, pollution prevention, waste reduction, Leadership in Energy and Environmental (LEED) design and the use of recovered/recycled materials. INSTRUCTIONS TO OFFERORS Qualified firms desiring consideration shall submit 1 electronic copy on DVD of the following: Standard Form (SF) 330, Part 1 and Part 2 - Architect-Engineer Qualifications. An SF 330 is also required for each Joint-Venture Partner and Subcontractor. File names should emulate the requirements in the selection criteria. Submissions are due no later than 2:00 PM PDT (Local) on 12 September 2022 to the Contracting Office address noted above. Email and Fax submissions are not acceptable. Nonresponsive submissions will not be considered by the A-E selection board. Text for each applicant is limited to 50 pages each, exclusive of indexing tabs, project photos or drawings with brief captions.
