- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025922N0085. Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Rees Scientific Corporation 1007 Whitehead Road Ext STE 1 Ewing, New Jersey 08638-2405, United States The North American Industry Classification System (NAICS) code for this requirement is 811219; the business size standard is 22.0 (millions of dollars). The objective of this sole source award is to procure a service package for a temperature monitoring system across eight (8) bases under US Naval Hospital Yokosuka. Requirement is for base plus one option. Service to be perform in accordance with the Statement of Work (SOW). Required items: -VAL-KITPRES985 - Validation Kit for New Systems and existing systems with Rees Software Ver. 3.0 Build 1020.0.24 or 1021.0.9 or higher -V2-BATT - 3.6 volt Lithium Battery for V2 wireless transmitters. -BATT1001 - 6 Volt 1.4 AMP battery. -Z3-BATT - 3.6 volt Lithium Battery for Z3 wireless transmitters. -VAL/SERV B-PRT - Comprehensive Five Year Service Package with full documentation provided to satisfy regulatory authorities. Rees Scientific is the only vendor and sole proprietor of the Rees Centron monitoring systems of both the hardware and software installed at the US Naval Hospital in Yokosuka and the remote BHCs.� The software that runs the monitoring system is proprietary to Rees Scientific Corporation.� They alone are the developers and owners of the source code.� No other companies or third parties have software rights or are authorized by Rees Scientific Corp. to work on or calibrate the monitoring systems.� Upgrading of software must be done by Rees Scientific in order to maintain product warranty and compliance. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and are able to provide valid certification to provide service validated by Rees Scientific Corporation. �Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
