- The purpose of the Solicitation Amendment is to extend the closing date and time from Friday, August 26, 2022, at 3:00 p.m. to Friday, September 9, 2022, at 3:00 p.m. This extension of the closing date is to allow potential vendors to review and consider the attached revised Statement of Work that was developed after site visit feedback as well as to review the answers to the many vendor questions listed below. Additional questions may be sent to michael.riordan@va.gov by September 2, 2022. A second site visit will not be scheduled at this time, but potential vendors may request a site visit between 8/26/2022 and 9/1/2022, which may or may not be granted based upon customer availability. Answers to Vendor Questions: Specific tasks in the solicitation notice do not indicate the length of SMA licenses that should be purchased with each JACE and Supervisor. It was discussed at the walkthrough that this duration should be 5-year. Could we please get confirmation of this? The length of the SMA licenses are five (5) years and this has been added to the revised Statement of Work (SOW) attached to this Solicitation Amendment. This project does not upgrade controls for the entire campus, but from the information given at the walkthrough the new supervisor is intended to support the entire system as other upgrades are completed in the future. Due to the size of the current system is it the wish of the VA to license the Supervisor software package for up to 100 devices to accommodate the future upgrades and avoid the added cost? The Supervisor software will need to be configured to accommodate up to 100 devices and this has been added to the revised SOW attached to this Solicitation Amendment. Can we get confirmation that the existing Niagara connections (AX or N4) that are not being replaced as part of this project will not be integrated into the new supervisor at this time? It is not possible to integrate all of the controllers into the new system due to communication breakdowns between buildings, and also the age of some of the controllers on campus. The purpose of this contract is to upgrade the controllers to our main patient care buildings, which are 24, 26, 27, 30, 31, 210, and 211. These buildings can be integrated and the revised SOW reflects that. Are there any known pre-existing conditions that will require immediate attention? There are no known pre-existing conditions that should affect installation. Are additional BACnet controllers required? Additional controllers are not required. Communication ports and software only. What are the total number of N4 JACE connections and controllers? The JACE inventory is attached to this Solicitation Amendment but there remains some uncertainty at this time on an exact number. A contract modification may be required but please bid based on the known numbers provided at this time. Will access be provided to the programming controllers to the original sequence of operation?
