Description
This pre-solicitation notice is for Solicitation Number 36C24222B0079 and Project Number 561-18-903 for the Correction of Seismic Deficiencies within the Building 8 Boiler Plant at the VA New Jersey Healthcare Systems (NJHCS) East Orange Campus located at 385 Tremont Avenue, East Orange, NJ, 07018. This requirement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, only SDVOSB general contractors may submit a bid for consideration by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The cost estimate range for this project is $1,000,000 and $5,000,000. Scope of Work: The Department of Veterans Affairs is seeking a responsible, general contractor to provide professional services inclusive of all labor, material, equipment, tools, and supervision necessary to completely prepare the site for building operations, including demolition and removal of existing structures, as well as the reconstructive work that will address the seismic deficiencies within the Boiler Plant in accordance with the specifications and architect/engineering drawings provided by the VA Specific Tasks. The scope of work shall include but not be limited to the following main items: Treat existing outside walls of building 8 as per drawings and specifications indicated in the construction package. Repair roof in accordance with details provided on the drawing where structural bracing is installed. Mitigate the structural seismic deficiencies being lack of adequate in-plane seismic system strength and lack of adequate out-of-plane support for the unreinforced masonry walls of the building. Applying flexible couplers or connections where pipes/utilities connect to pieces of equipment as per design. Proper bracing shall be installed to all pipes with clamps to provide seismic restraint in the longitudinal direction (parallel to pipe). The design shall include lateral bracing as per design drawings and specifications. Install bracing to ceiling and lights as per design. New 12 drain will be installed in the same location or in close proximity to existing drain via open-cut trenching, with minimal disturbance to existing buildings or utilities. Existing drains will be removed and disposed offsite. Existing pipe inverts and slopes shall be matched as per design drawings. Immediately after receiving the contract award, the Contractor shall; Provide 100% of submittals within the first 3 months. No work will be performed before 100% submittals are approved. Provide all necessary Labor, Material and equipment to complete all structural and non-structural seismic bracing. Project Completion: 45 days from the official Notice to Proceed All other details and information shall be contained in the invitation for bid which shall be posted in the Contract Opportunities section of www. sam.gov. The solicitation will be released on or about September 12, 2022. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic; faxed or hand delivered bids will not be accepted. All prospective bidders must be currently registered with an Unique Entity Identifier (UEI) in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
