- Virginia Army National Guard Class 5 IPS Container Safe W912LQ-22-Q-0026 1.�� �GENERAL INFORMATION: A.�� �This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� B.�� �The Virginia Army National Guard (VaARNG) has a requirement to procure two (2) Class 5, Information Processing Systems (IPS) Containers for protection of classified computer equipment. C.�� �The Government will award a Firm Fixed-Price Contract(s) resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 332999, (All Other Miscellaneous Fabricated Metal Product Manufacturing). The Product Service Code (PSC) is 7110, (Office), Furniture) with business size standard of 750 employees. This requirement is a 100% Small Business Set-A-Side solicitation and only qualified offerors may submit quotes. This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, dated August 23, 2022.� D.�� �The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. E.�� �Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. F.� Interested vendors agree to hold the prices in its quote firm for 60 calendar days from the date specified for the closing of this RFQ. � 2. Questions will be received until August 30, 2022, no later than 11:00 a.m. Eastern Standard Time (EST). The Government intends to award to the responsive, responsible vendor whose quote is the lowest price and meets the requirements as stated as salient characteristics for items requested. The Government has sole discretion in determining whether the items meet the minimum requirements.� While the Government may elect to utilize data outside of what vendors submit, it is the vendor�s responsibility to provide data for Government review to ensure salient characteristics are clearly met. Compliance � the offer clearly meets the defined minimum requirements of the solicitation. Non-compliance � the offer does not clearly meet the defined minimum requirements of the solicitation B.�� �Multiple awards will not be made. C.�� �In order to be considered for an award, vendors shall have an active registration in the System for Award Management at https://sam.gov. Vendors are responsible to ensure the representations, and certifications in their SAM registration are accurate and current. 4. � � ADDENDUM to 52.212-1, Instructions to Offerors � Commercial Items (May 2022)� A.�� �Addendum to FAR 52.212-1(b), Submission of offers. Offeror shall submit an electronic copy of their dated quote via e-mail to: katina.l.moore7.civ@army.mil with the solicitation number (W912LQ-22-Q-0026) in the subject block, by September 6, 2022, no later than 2:00 PM EST. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for the solicitation and award. In addition to the items required by 52.212-1(b), the offeror shall complete and provide the following with their submission: 1. Signed and completed Information Sheet (attachment 1) 2. Signed and completed 52.204-24 & 52.204-26, 52.212-3, and 252.204-7016 & 7017 (attachment 2). 3.�Pricing for all contract line item numbers (CLINS). Vendors may submit an alternate pricing schedule. However, each requirement must be identified as a priced requirement.� The alternate price schedule shall be clear as the government will not make any assumptions and award may be without discussions. 4. Brand name, model number and product specifications of the quoted products. B. Addendum to FAR 52.212-1(f), Late submissions, modifications, revisions, and withdrawal of offers. This paragraph is tailored to read as follows: Offerors are responsible for submitting electronic offers by the solicitation due date and time. Offers received after the solicitation due date and time are considered late and will be handled in accordance with FAR 52.212-1(f). 5. SOW/Salient Characteristics: All quotes shall be FOB Destination with the cost of freight/delivery included in the total price. Requirements: Terminal Area Workstations, Secure IT Equipment, Non-Removable Hard Drives, Secure Laptops. SIPRNET and Global Command and Control System (GCCS) workstations with non-removable hard drives not under the personal control of an authorized user 24 hours every day shall be guarded or stored in a locked (GSA Approved) security container, vault, room, or area as outlined in DOD 5200.1-R/AR 380-5, Chapter 6 and in Annex C. The Virginia Army National has a need to procure 2 GSA Approved Class 5 safes with internal cooling. IPS Containers MUST meet the GSA Class 5 Protection criteria, the highest level of physical protection as specified under the Federal Specification AA-C-2786, having their own distinct blue GSA approval label.
