THIS IS A SOURCES SOUGHT NOTICE AND REQUEST FOR INFORMATION. NO SOLICITATION IS AVAILABLE AT THIS TIME.� This is not a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). This notice is not to be construed as a commitment, implied or otherwise by the Government, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice and RFI is solely for information and planning purposes for the effort described herein pursuant to FAR Part 10, Market Research. Information received as a result of this notice will be considered market research and used for planning purposes only. Any information submitted by respondents to this notice is strictly voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response. 1. INTRODUCTION: This is the initial step in the planning process for a non-personal services requirement to remove the wings from an MC-130H aircraft and remove the T56-15 engines from an HC-130P aircraft for the 58th Training Squadron (58 TRS) at Kirtland AFB. The 58 TRS is converting the cargo compartment of these aircraft to a fuselage-training platform. Prior to the conversation process, components will require removal and scrapping at a local off-base facility. The 377 MSG/PKA at Kirtland AFB seeks sources with the following capability and interest to provide labor services to tow, remove components from, and scrap components from 2 aircraft. The vendor shall furnish all supplies, equipment, and services required to perform work under this requirement IAW Attachment 1 Performance Work Statement. The attached draft PWS provides details regarding the labor services required for this acquisition. 377 MSG/PKA anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 488190 � Other Support Activities for Air Transportation, size standard $35,000,000.00.� 2. INSTRUCTIONS: All businesses capable of demonstrating the ability to meet the requirements of the PWS are invited to respond electronically. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and �indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 488190 � Other Support Activities for Air Transportation, size standard $35,000,000.00. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of capabilities are limited to 5 pages, using Times New Roman 12 Font. At a minimum, the statement of capabilities should: Describe the company�s experience in aircraft disassembly. Describe the company�s ability to address the tasks described in the PWS� Describe the equipment the company has that is needed to complete all services listed in the PWS. For any equipment the company does not currently have, describe how the company will acquire that equipment and what you anticipate the lead time will be. Describe how the company complies with any limitations on subcontracting that apply to its business type To help the Government understand and plan for the costs associated with this requirement, the Government would like an estimate for the approximate price for these services as written in the current PWS. This shall not be construed as a binding request for quote. Responses must be received no later than 24 August 2022 at 5:00pm Mountain Standard Time (MDT) and addressed to Andrew Pascoe, Contracting Specialist, at andrew.pascoe@us.af.mil and Leann Lopez, Contracting Officer at leann.lopez@us.af.mil.
