In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this notice. This notice is being issued in an attempt to determine the level of interest among ALL socioeconomic groups. Responses will assist VA planners in determining an appropriate acquisition and set-aside strategy which best fits VA requirements. Veterans Integrated Service Network (VISN) 16 Veterans Health Care System of the Ozarks (VHSO) in Fayetteville, AR is seeking a fully licensed courier vendor to provide commercial courier services. The vendor will provide pickup and delivery of daily items of business for the main campus of the Veterans Health Care System of the Ozarks (VHSO) Fayetteville, AR, and the Community-Based Outpatient Clinic (CBOC) in Springfield MO as outlined in the Performance Work Statement. NCO 16 is performing market research to determine if there is a sufficient number of qualified: (1) Service-Disabled Veteran Owned Small Business (SDVOSB); (2) Veteran Owned Small Business (VOSB); (3) Small or emerging small business firms (SB or other); or (4) large business (LB) firms to set aside a single award for a five-year contract for these services. The anticipated period of performance is to start October 1, 2022, for a total of five years. All interested firms who can meet the requirement should respond, in writing, and provide the following information: A. General Information: Please provide the following information with your capability statement: Contractor s Information: Provide name and address of your firm, including contact information: phone number, e-mail address. Is your firm in the Systems for Award Management (SAM)? If so, provide your Unique Entity ID (UEI) number. Type of Business: Veteran Owned, Small, Small Disadvantaged, or Large (see second paragraph above). If you are considered a large business under NAICS 492110 ($27.5 Million) are you familiar with subcontracting plans and goals? If you are a small business under NAICS code 492110 are you familiar with the limitations on subcontracting in FAR 52.219-14? 3) Describe your firm s capability to perform the tasks outlined in the PWS. Are you planning on subcontracting, if so what part(s) of the PWS? Do you provide services 24/7? e. Are your couriers/drivers fully licensed? State License: driver s license to operate vehicle Federal Employer Identification Number Sales Tax Permit or Business Number Any other relevant information? 4) Is your firm bonded and certified? f. Any other relevant information 5) Experience: Describe one recent (within the past 3 years) and relevant (similar scope) experience as a contractor (specify prime or sub), where you have supported similar requirements. Indicate experience working with VA or another Government Agency. 6) Does your firm have a GSA FSS contract or another Government contract that is within scope of this requirement? If so, indicate contract number, SIN, expiration date, etc. 7) Are you currently enrolled in the Systems for Award Management (SAM) database? https://sam.gov/content/home Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications required in the Systems for Award Management (SAM) database prior to award of a contract. B. Include any recommendations for the following: 1) Recommendations to improve or clarify the Draft PWS? 2) Would your firm be able to provide ALL items in the Draft Performance Work Statement (PWS). 3) Would your firm be interested in providing courier service to all VA locations listed in the attached PWS? If not all VA locations, please list those VA locations you would provide service. Please review in its entirety, the attached Performance Work Statement (PWS) which is part of this announcement and attached herein.
